The fundamental rights and the freedoms are guaranteed by the State.
The institutions of the Republic have as [their] purpose to assure the equality in rights and in duties of all the citizens [masculine] and citizens [feminine] by removing the obstacles which hinder the development of the human person and prevent the effective participation of all in political, economic, social and cultural life.
