Political Parties
- EnglishThe political Parties and groups concur in the exercise of suffrage, as well as in the civic and political instruction [formation] of the people. They form and exercise their activities freely in accordance with the law.
They must respect the national unity, sovereignty and the inviolability [intangibilité] of the frontiers, such as they are internationally recognized, as well as the principles of democracy.
The constitution of insular political parties, regional or local or having a paramilitary character or [having] recourse to subversive methods, is prohibited.
The law determines the juridical status of the political parties and regulates the benefits that may be grated to them by the State. (Art. 35) - Arabicتوافق الأحزاب والمجموعات السياسية على ممارسة الاقتراع، إلى جانب التوجيه المدني والسياسي للشعب. تشكل وتمارس أنشطتها بحرية وفقاً للقانون.
ويترتب عليها احترام الوحدة الوطنية وسيادة وحرمة الحدود كما هو معترف بها دولياً، إلى جانب مبادئ الديمقراطية. يحظر إنشاء أحزاب سياسية جزيرية إقليمية أو محلية أو ذات طابع شبه عسكري أو تلجأ إلى أساليب هدامة.
يحدد القانون المركز القانوني للأحزاب السياسية وينظم المزايا الممنوحة لها من الدولة. (المادة 35) - FrenchLes Partis et groupements politiques concourent à l’expression du suffrage, ainsi qu’à la formation civique et politique du peuple. Ils se forment et exercent librement leurs activités conformément à la loi.
Ils doivent respecter l’unité nationale, la souveraineté et l’intangibilité des frontières, telles qu’internationalement reconnues, ainsi que les principes de la démocratie.
Est interdite la constitution de partis politiques insulaires, régionaux ou locaux ou ayant un caractère paramilitaire ou recourant à des moyens subversifs.
La loi détermine le statut juridique des partis politiques et réglemente les avantages qui peuvent leur être accordés par l'État. (Art. 35)

The freedom to constitute political parties, trade unions [syndicats] and associations is guaranteed.
The political parties, the trade unions and the associations commit in their statutes and their activities to respect the provisions of the Constitution and of the law, as well as the financial transparency and the rejection of violence. (Art. 40) - Arabic

- EnglishAll citizens shall have the right to form political parties by notification as regulated by Law. No political activity may be practiced and no political parties may be formed on the basis of religion or discrimination based on sex, or origin, or on sectarian basis or geographic location. No activity that is hostile to democratic principles, secretive, or of military or quasi-military nature may be practiced.
Political parties may not be dissolved except by virtue of a court judgment. - EnglishThe National Elections Commission is an independent authority and shall be solely competent to administer referenda and elections of the president, the parliament and the local councils. Such administration shall include the development and updating of a database for voters, proposing the division of constituencies, determination of controls for promotion and funding of electoral campaigns, as well as electoral expenditure, the disclosure of such expenditure, the supervision of such controls, the facilitation of the procedures for out-of-country voting by expatriate Egyptians, and other procedures till the announcements of the results.
The foregoing shall be regulated by law. L’Autorité nationale indépendante des élections a pour mission de préparer, d’organiser, de gérer et de superviser les élections présidentielles, législatives, locales, ainsi que les opérations de référendum.
L’Autorité nationale indépendante des élections exerce ses missions sur les opérations d’inscription sur les listes électorales et leur révision, ainsi que les opérations de préparation de l’opération électorale, des opérations de vote, de dépouillement et se prononce sur le contentieux électoral, conformément à la législation en vigueur.
Elle exerce ses missions depuis la convocation du corps électoral jusqu’à l’annonce des résultats provisoires.
