In the Kyrgyz Republic, human and civil rights and freedoms are recognised and guaranteed in accordance with universally recognised principles and norms of international law, as well as international treaties to which the Kyrgyz Republic is a party, which have entered into force in accordance with the procedure established by law. The State shall be obliged to take all measures available to it to create the internal and international order necessary for full exercise of the rights and freedoms of citizens of the Republic of Belarus provided for in the Constitution.
State bodies, officials and other persons entrusted with the performance of public functions shall, within the limits of their competence, take the measures necessary for the exercise and protection of the rights and freedoms of the individual.
These bodies and individuals are responsible for acts that violate individual rights and freedoms. (Art. 59) - Belarusian
