Protection from Violence
- EnglishThe Confederation and the Cantons shall ensure that persons who have suffered harm to their physical, mental or sexual integrity as the result of a criminal act receive support and are adequately compensated if they experience financial difficulties as a result of that criminal act. - English1 In the fulfillment of its duties, the Confederation shall take account of the needs of families. It may support measures for the protection of families.
2 It may issue regulations on child allowances and operate a federal family allowances compensation fund.
3 It shall establish a maternity insurance scheme. It may also require persons who cannot benefit from that insurance to make contributions.
4 The Confederation may declare participation in a family allowances compensation fund and the maternity insurance scheme to be compulsory, either in general terms or for individual sections of the population, and make its subsidies dependent on appropriate subsidies being made by the Cantons. (Art. 116) - French1 Dans l’accomplissement de ses tâches, la Confédération prend en considération les besoins de la famille. Elle peut soutenir les mesures destinées à protéger la famille.
2 Elle peut légiférer sur les allocations familiales et gérer une caisse fédérale de compensation en matière d’allocations familiales.

1 The Confederation and the Cantons shall, as a complement to personal responsibility and private initiative, endeavour to ensure that:
a. every person has access to social security;
b. every person has access to the health care that they require;
c. families are protected and encouraged as communities of adults and children;
d. every person who is fit to work can earn their living by working under fair conditions;
e. any person seeking accommodation for themselves and their family can find suitable accommodation on reasonable terms;
f. children and young people as well as persons of employable age can obtain an education and undergo basic and advanced training in accordance with their abilities;
g. children and young people are encouraged to develop into independent and socially responsible people and are supported in their social, cultural and political integration and in leading healthy lives.
2 The Confederation and Cantons shall endeavour to ensure that every person is protected against the economic consequences of old-age, invalidity, illness, accident, unemployment, maternity, being orphaned and being widowed.
3 They shall endeavour to achieve these social objectives within the scope of their constitutional powers and the resources available to them.
4 No direct right to state benefits may be established on the basis of these social objectives. (Art. 41) - French

2 Bund und Kantone setzen sich dafür ein, dass jede Person gegen die wirtschaftlichen Folgen von Alter, Invalidität, Krankheit, Unfall, Arbeitslosigkeit, Mutterschaft, Verwaisung und Verwitwung gesichert ist.
3 Sie streben die Sozialziele im Rahmen ihrer verfassungsmässigen Zuständigkeiten und ihrer verfügbaren Mittel an.

Sexual and Reproductive Rights
- English1 Human beings shall be protected against the misuse of reproductive medicine and gene technology.
2 The Confederation shall legislate on the use of human reproductive and genetic material. In doing so, it shall ensure the protection of human dignity, privacy and the family and shall adhere in particular to the following principles:
a. All forms of cloning and interference with the genetic material of human reproductive cells and embryos are unlawful.
b. Non-human reproductive and genetic material may neither be introduced into nor combined with human reproductive material.
c. The procedures for medically-assisted reproduction may be used only if infertility or the risk of transmitting a serious illness cannot otherwise be overcome, but not in order to conceive a child with specific characteristics or to further research; the fertilisation of human egg cells outside a woman’s body is permitted only under the conditions laid down by the law; no more human egg cells may be developed into embryos outside a woman’s body than are required for medically-assisted reproduction.
d. The donation of embryos and all forms of surrogate motherhood are unlawful.
e. The trade in human reproductive material and in products obtained from embryos is prohibited.

2 La Confédération légifère sur l’utilisation du patrimoine germinal et génétique humain. Ce faisant, elle veille à assurer la protection de la dignité humaine, de la personnalité et de la famille et respecte notamment les principes suivants:
a. toute forme de clonage et toute intervention dans le patrimoine génétique de gamètes et d’embryons humains sont interdites;
b. le patrimoine génétique et germinal non humain ne peut être ni transféré dans le patrimoine germinal humain ni fusionné avec celui-ci;
c. le recours aux méthodes de procréation médicalement assistée n’est autorisé que lorsque la stérilité ou le danger de transmission d’une grave maladie ne peuvent être écartés d’une autre manière, et non pour développer chez l’enfant certaines qualités ou pour faire de la recherche; la fécondation d’ovules humains hors du corps de la femme n’est autorisée qu’aux conditions prévues par la loi; ne peuvent être développés hors du corps de la femme jusqu’au stade d’embryon que le nombre d’ovules humains nécessaire à la procréation médicalement assistée.
d. le don d’embryons et toutes les formes de maternité de substitution sont interdits;
e. il ne peut être fait commerce du matériel germinal humain ni des produits résultant d’embryons;

2 Der Bund erlässt Vorschriften über den Umgang mit menschlichem Keim- und Erbgut. Er sorgt dabei für den Schutz der Menschenwürde, der Persönlichkeit und der Familie und beachtet insbesondere folgende Grundsätze:
a. Alle Arten des Klonens und Eingriffe in das Erbgut menschlicher Keimzellen und Embryonen sind unzulässig.
b. Nichtmenschliches Keim- und Erbgut darf nicht in menschliches Keimgut eingebracht oder mit ihm verschmolzen werden.
c. Die Verfahren der medizinisch unterstützten Fortpflanzung dürfen nur angewendet werden, wenn die Unfruchtbarkeit oder die Gefahr der Übertragung einer schweren Krankheit nicht anders behoben werden kann, nicht aber um beim Kind bestimmte Eigenschaften herbeizuführen oder um Forschung zu betreiben; die Befruchtung menschlicher Eizellen ausserhalb des Körpers der Frau ist nur unter den vom Gesetz festgelegten Bedingungen erlaubt; es dürfen nur so viele menschliche Eizellen ausserhalb des Körpers der Frau zu Embryonen entwickelt werden, als für die medizinisch unterstützte Fortpflanzung notwendig sind.
d. Die Embryonenspende und alle Arten von Leihmutterschaft sind unzulässig.
e. Mit menschlichem Keimgut und mit Erzeugnissen aus Embryonen darf kein Handel getrieben werden.
… (Art. 119) - Italian1 L’essere umano va protetto dagli abusi della medicina riproduttiva e dell’ingegneria genetica.
2 La Confederazione emana prescrizioni sull’impiego del patrimonio germinale e genetico umano. In tale ambito provvede a tutelare la dignità umana, la personalità e la famiglia e si attiene in particolare ai principi seguenti:
a. tutti i tipi di clonazione e gli interventi nel patrimonio genetico di cellule germinali e embrioni umani sono inammissibili;
b. il patrimonio germinale e genetico non umano non può essere trasferito nel patrimonio genetico umano né fuso con quest’ultimo;
c. le tecniche di procreazione assistita possono essere applicate solo quando non vi sono altri modi per curare l’infecondità o per ovviare al pericolo di trasmissione di malattie gravi, non però per preformare determinati caratteri nel nascituro o a fini di ricerca; la fecondazione di oociti umani fuori del corpo della donna è permessa solo alle condizioni stabilite dalla legge; fuori del corpo della donna può essere sviluppato in embrioni soltanto il numero di oociti umani necessario ai fini della procreazione assistita;
d. la donazione di embrioni e ogni altra forma di maternità sostitutiva sono inammissibili;
e. non può essere fatto commercio di patrimonio germinale umano né di prodotti da embrioni;
