- EnglishAll persons have the right to an integral education that is of quality, permanent, equal in conditions and opportunities, and without more limitations than those derived from their aptitudes, vocation, and aspirations. Consequently:
1. The goal of education is the integral formation of the human being for the length of his entire life, and should be oriented toward the development of his creative potential and his ethical values. It seeks access to knowledge, science, skill, and the other assets and values of culture.
2. The family is responsible for the education of its members and has the right to choose the type of education for its minor children.
3. The State guarantees free public education and declares it obligatory in initial, basic, and intermediate levels. The offer for the initial level shall be defined in the law. Superior education in the public system shall be financed by the State, guaranteeing a distribution of resources that is proportional to the educational offer of the regions, in accordance with that which the law establishes.
4. The State shall safeguard the free nature and quality of general education, the fulfillment of its goals and moral, intellectual, and physical formation of the educated. It has the obligation to offer the number of hours of instruction that assure the achievement of the educational goals.

6. The eradication of illiteracy and the education of people with special needs and with exceptional abilities are obligations of the State.

13. With the end of forming citizens who are conscious of their rights and duties, in all public and private educational institutions instruction in social and civic formation, teaching of the Constitution, fundamental rights and guarantees, national values and the principles of peaceful coexistence shall be obligatory. En consecuencia:
1) La educación tiene por objeto la formación integral del ser humano a lo largo de toda su vida y debe orientarse hacia el desarrollo de su potencial creativo y de sus valores éticos. Busca el acceso al conocimiento, a la ciencia, a la técnica y a los demás bienes y valores de la cultura;
2) La familia es responsable de la educación de sus integrantes y tiene derecho a escoger el tipo de educación de sus hijos menores;
3) El Estado garantiza la educación pública gratuita y la declara obligatoria en el nivel inicial, básico y medio. La oferta para el nivel inicial será definida en la ley. La educación superior en el sistema público será financiada por el Estado, garantizando una distribución de los recursos proporcional a la oferta educativa de las regiones, de conformidad con lo que establezca la ley;
4) El Estado velará por la gratuidad y la calidad de la educación general, el cumplimiento de sus fines y la formación moral, intelectual y física del educando. Tiene la obligación de ofertar el número de horas lectivas que aseguren el logro de los objetivos educacionales;

The State assumes responsibility for it as an irrevocable function of the greatest interest, at all levels and in all modes, as an instrument of scientific, humanistic and technical knowledge at the service of society. Education, is a public service, and is grounded on the respect for all currents of thought, to the end of developing the creative potential of every human being and the full exercise of his or her personality in a democratic society based on the work ethic value and on active, conscious and joint participation in the processes of social transformation embodied in the values which are part of the national identity, and with a Latin American and universal vision. The State, with the participation of families and society, promotes the process of civic education in accordance with the principles contained in this Constitution and in the laws. (Art. 102)

10. The right to education.
Education has as its goal the full development of the person in the distinct stages of his life.
Parents have the preferential right and the duty to educate their children. It will correspond to the State to provide special protection for the exercise of this right.
For the State it is obligatory to promote preschool [parvularia] education, for which it will finance a gratuitous system beginning at the medium lower level [nivel medio menor], allocated to assure access to this and its higher levels. The second level of transition is obligatory, constituting a prerequisite for admission to basic education.
Basic education and secondary education are obligatory; the State must finance a gratuitous system with this objective, designed to assure access to it by all of the population. In the case of secondary education, this system, in conformity to the law, will be extended until 21 years of age has been reached.
It will, likewise, correspond to the State to promote the development of education at all levels; stimulate scientific and technological research, artistic creation, and the protection and increase of the cultural patrimony of the Nation.
It is the duty of the community to contribute to the development and improvement [perfeccionamiento] of education;

Parents have the right to choose the educational establishment for their children.
A constitutional organic law will establish the minimum requirements [requisitos] which must be required [exigirse] for each of the levels of primary and secondary education and will specify the objective norms, of general application, that permit the State to see to their compliance. Said law will, in the same form [modo], establish the requirements for the official recognition of educational establishments of all levels;

10º.- El derecho a la educación.
La educación tiene por objeto el pleno desarrollo de la persona en las distintas etapas de su vida.
Los padres tienen el derecho preferente y el deber de educar a sus hijos. Corresponderá al Estado otorgar especial protección al ejercicio de este derecho.
Para el Estado es obligatorio promover la educación parvularia, para lo que financiará un sistema gratuito a partir del nivel medio menor, destinado a asegurar el acceso a éste y sus niveles superiores. El segundo nivel de transición es obligatorio, siendo requisito para el ingreso a la educación básica.
La educación básica y la educación media son obligatorias, debiendo el Estado financiar un sistema gratuito con tal objeto, destinado a asegurar el acceso a ellas de toda la población. En el caso de la educación media este sistema, en conformidad a la ley, se extenderá hasta cumplir los 21 años de edad.
Corresponderá al Estado, asimismo, fomentar el desarrollo de la educación en todos sus niveles; estimular la investigación científica y tecnológica, la creación artística y la protección e incremento del patrimonio cultural de la Nación.
Es deber de la comunidad contribuir al desarrollo y perfeccionamiento de la educación;

Los padres tienen el derecho de escoger el establecimiento de enseñanza para sus hijos.
Una ley orgánica constitucional establecerá los requisitos mínimos que deberán exigirse en cada uno de los niveles de la enseñanza básica y media y señalará las normas objetivas, de general aplicación, que permitan al Estado velar por su cumplimiento. Dicha ley, del mismo modo, establecerá los requisitos para el reconocimiento oficial de los establecimientos educacionales de todo nivel;
