- English(1) Citizens who constitute a national or ethnic minority are guaranteed all-round development, in particular the right to develop, together with other members of the minority, their own culture, the right to disseminate and receive information in their native language, and the right to associate in national associations. Detailed provisions shall be set down by law.
(2) Citizens belonging to national and ethnic minority groups are also guaranteed, under the conditions set down by law:
a) the right to education in their own language,
b) the right to use their own language when dealing with officials,
c) the right to participate in the resolution of affairs that concern national and ethnic minorities. (a) to investigate and monitor all matters relating to the safeguards provided for the Scheduled Castes under this Constitution or under any other law for the time being in force or under any order of the Government and to evaluate the working of such safeguards;
(b) to inquire into specific complaints with respect to the deprivation of rights and safeguards of the Scheduled Castes;
(c) to participate and advise on the planning process of socioeconomic development of the Scheduled Castes and to evaluate the progress of their development under the Union and any State;
(d) to present to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards;
(e) to make in such reports recommendations as to the measures that should be taken by the Union or any State for the effective implementation of those safeguards and other measures for the protection. welfare and socioeconomic development of the Scheduled Castes; and
(f) to discharge such other functions in relation to the protection, welfare and development and advancement of the Scheduled Castes as the President may, subject to the provisions of any law made by Parliament, by rule specify.

(घ) उन रक्षोपायों के कार्यकरण के बारे में प्रतिवर्ष, और ऐसे अन्य समयों पर, जो आयोग ठीक समझे, राष्ट्रपति को प्रतिवेदन दे;
(ड.) ऐसे प्रतिवेदनों में उन उपायों के बारे में जो उन रक्षोपायों के प्रभावपूर्ण कार्यान्वयन के लिए संघ या किसी राज्य द्वारा किए जाने चाहिए, तथा अनुसूचित जातियों के संरक्षण, कल्याण और सामाजिक-आर्थिक विकास के लिए अन्य उपायों के बारे में सिफ़ारिशें करे; और
