National sovereignty resides in the People who exercise it through democratic instruments[,] deciding and participating freely in the construction and perfecting of the economic, political, cultural and social system of the nation. The people exercise the sovereign power through their representatives freely elected by universal, equal, direct and secret suffrage, barring any other individual or group of persons from arrogating this representation. It may be also exercised directly by means of the referendum and of the plebiscite. In the same way, it will be able to [podrd] exercise it through other direct mechanisms, such as the participative budgets, the citizen initiatives, the territorial Councils, the territorial and communal assemblies of the indigenous and Afro-descendant Peoples, the sectoral Councils, and other procedures [procedimientos] that this Constitution and the laws establish. 4. Revoke the mandate of those elected in the cases and in the form established by the Constitution and the law.

The State will promote the conditions and will create the adequate mechanisms for, making equality real and effective, by leveling [allanando] the obstacles that prevent or hinder its exercise and facilitating the participation of women in all areas [ámbitos] of the national life. The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. (Art. 62) - SpanishTodos los ciudadanos y ciudadanas tienen el derecho de participar libremente en los asuntos públicos, directamente o por medio de sus representantes elegidos o elegidas.
La participación del pueblo en la formación, ejecución y control de la gestión pública es el medio necesario para lograr el protagonismo que garantice su completo desarrollo, tanto individual como colectivo. Es obligación del Estado y deber de la sociedad facilitar la generación de las condiciones más favorables para su práctica. (Art. 62)
