- English(1) The State must take reasonable measures within its available resources to achieve the progressive realisation of the right of every person to social security schemes, whether private or public, for their support in times of need, including the right to such support from public resources if they are unable to support themselves and their dependents.
(2) In applying any right under this section, if the State claims that it does not have the resources to implement the right, it is the responsibility of the State to show that the resources are not available. - EnglishThe administrative function is at the service of the general interests and is developed on the foundation of the principles of equality, morality, efficiency, economy, swiftness, impartiality, and publicity through the decentralization, the delegation, and the deconcentration of functions.
The administrative authorities must coordinate their actions for the appropriate fulfillment of the objectives of the State. The public administration, in all its orders, shall have an internal control that shall be exercised within the terms that the law specifies. - EnglishThe State should strengthen the family unit which is an important basic element of society, provide an appropriate accommodation, promote and develop the enhancement of health in order to enable people to have good health and strong mind, as well as promote and develop excellence in sports and to maximise the benefit for the people.
The State should promote and develop human resources to be good citizens with higher quality and abilities.
The State should provide assistance to children, youth, women, the elderly, persons with disabilities, indigent persons and underprivileged persons to be able to have a quality living, and shall protect such persons from violence or unfair treatment, as well as provide treatment, rehabilitation and remedies to such injured persons.
In allocating the budget, the State shall take into account the different necessities and needs with respect to genders, ages and conditions of persons to ensure fairness. ในการจัดสรรงบประมาณ รัฐพึงคํานึงถึงความจําเป็นและความต้องการที่แตกต่างกันของเพศ วัย และสภาพของบุคคล ทั้งนี้ เพื่อความเป็นธรรม (มาตรา ๗๑)
