1. The rights and freedoms recognised in chapters III3 and IV4 of this Title bind immediately all public authorities as directly enforceable law. Their content cannot be limited by law and are protected by the Courts.

The State commits to respecting the Constitution, the Rights of Man and the public freedoms. It sees to making them known and diffuses them among the population.
The State takes the necessary measures to integrate the Constitution, the Rights of Man and the public freedoms in the school and university programs of teaching as well as in the training of the forces of defense and of security, and of the agents of the Administration. (Art. 28) - French
