- EnglishThe political parties participate [concourent] in the political education of the citizens, in the animation of the political life and in the expression of the suffrage. Only [seuls] they present the candidates to the national elections.
They must be implanted on the whole [ensemble] of the national territory. They must not identify themselves to a race, an ethnicity, a religion or a region.
They must equally respect the principles of the national sovereignty and of democracy, the integrity of the territory and the public order.
The rights of the political parties of the opposition to oppose themselves by the legal ways [voies] to the action of the Government and to propose alternative solutions are guaranteed.
An organic law determines the conditions in which the political parties are constituted and exercise their activities. It specifies the conditions in which a party that ignores [méconnaît] the provisions of the preceding paragraphs is no longer considered as legally constituted. - English(1) For the purposes of the election of women Members of Parliament mentioned in Article 66(1) (b), political parties which took part in the general election in accordance with the procedure laid down and obtained at least five percentum of the total valid voters for Parliamentary election, shall propose to the Electoral Commission the names of women on the basis of the proportion of votes obtained by each party in the Parliamentary election.
(2) Notwithstanding the provisions of subarticle (1), the following votes shall be counted as valid votes for the unopposed Member of Parliament in the constituent –
(a) where a political party has nominated a Presidential candidate, presidential votes cast in the constituency for a Presidential candidate from that political party; or
(b) where a political party has not nominated a presidential candidate, fifty one percentum of the votes of the total voters registered in the respective constituency.
(3) The names of the persons proposed to the Electoral Commission in accordance with subarticle (1) shall be declared to be the results of the election after the Commission is satisfied that the relevant provisions of the Constitution and of other legislation have been complied with.
(4) The list of names for women candidates submitted to the Electoral Commission by each political party for general election shall be the list to be applied by the Electoral Commission after consultation of the party concerned, for purpose of filling any vacancy of Members of Parliament of this category whenever the vacancy occurs during the life of Parliament. (2) Every citizen, not being in the service of Pakistan, shall have the right to form or be a member of a political party, subject to any reasonable restrictions imposed by law in the interest of the sovereignty or integrity of Pakistan and such law shall provide that where the Federal Government declares that any political party has been formed or is operating in a manner prejudicial to the sovereignty or integrity of Pakistan, the Federal Government shall, within fifteen days of such declaration, refer the matter to the Supreme Court whose decision on such reference shall be final.

Political parties cannot participate [intervenir] in other than their own activities or have any privilege or monopoly on civic participation; their records and accounts must be public; their sources of finance cannot come from monies, assets, donations, contributions or credits of foreign origin; their statutes must contemplate the norms assuring an effective internal democracy. A constitutional organic law will establish a system of primary elections that may be used by those parties for the nomination of candidates to offices of popular election, whose results will be binding on such collectivities, save the exceptions that this law establishes. Those that are not elected in the primary elections may not be candidates, in that election, to the respective office. A constitutional organic law will regulate the other matters that concern them and the sanctions that are applicable for the infringement of its provisions, among which their dissolution may be considered. The associations, movements, organizations or groups of persons engaged in or performing [realizar] activities pertaining to political parties without conforming to the aforementioned norms are unlawful and will be penalized in accordance with this constitutional organic law;
The Political Constitution guarantees political pluralism. The parties, movements or other forms of organization of which the objectives, acts or conduct do not respect the basic principles of the democratic and constitutional regime, advocate the establishment of a totalitarian system, as well as those which use violence, or advocate or incite it as a method of political action, are unconstitutional. Los partidos políticos no podrán intervenir en actividades ajenas a las que les son propias ni tener privilegio alguno o monopolio de la participación ciudadana; la nómina de sus militantes se registrará en el servicio electoral del Estado, el que guardará reserva de la misma, la cual será accesible a los militantes del respectivo partido; su contabilidad deberá ser pública; las fuentes de su financiamiento no podrán provenir de dineros, bienes, donaciones, aportes ni créditos de origen extranjero; sus estatutos deberán contemplar las normas que aseguren una efectiva democracia interna. Una ley orgánica constitucional establecerá un sistema de elecciones primarias que podrá ser utilizado por dichos partidos para la nominación de candidatos a cargos de elección popular, cuyos resultados serán vinculantes para estas colectividades, salvo las excepciones que establezca dicha ley. Las asociaciones, movimientos, organizaciones o grupos de personas que persigan o realicen actividades propias de los partidos políticos sin ajustarse a las normas anteriores son ilícitos y serán sancionados de acuerdo a la referida ley orgánica constitucional.
La Constitución Política garantiza el pluralismo político. Son inconstitucionales los partidos, movimientos u otras formas de organización cuyos objetivos, actos o conductas no respeten los principios básicos del régimen democrático y constitucional, procuren el establecimiento de un sistema totalitario, como asimismo aquellos que hagan uso de la violencia, la propugnen o inciten a ella como método de acción política. The formation and functioning of political parties and other non-profit non-governmental organizations, aiming to do the following, shall be prohibited: changing the existing constitutional system by force, coming out against state sovereignty, territorial integrity and security of Uzbekistan, advocating war and social, national, racial and religious hostility, or encroaching on the constitutional rights and freedoms of citizens, encroaching on the health and morality of the people, as well as armed associations and political parties based on the national and religious principles.

- English(1) All persons, institutions and political parties are prohibited from taking any action or advancing, disseminating or communicating any idea which may result in racial or ethnic division among the people.
(2) For the purposes of paragraph (1), Parliament shall by law make provision for offences and penalties, including penalties preventing or disbarring any person or political party from contesting any election for membership or being a member, as the case may be, of the local democratic organs or of the National Assembly. 2. Political parties are entitled to receive financial support by the State for their electoral and operating expenses, as specified by law. A statute shall specify the guarantees of transparency concerning electoral expenses and, in general, the financial management of political parties, of Members of Parliament, parliamentary candidates and candidates for all degrees of local government. A statute shall impose the maximum limit of electoral expenses, may prohibit certain forms of pre-electoral promotion and shall specify the conditions under which violation of the relevant provisions constitutes a ground for the forfeiture of parliamentary office on the initiative of the special body of the following section. The audit of the electoral expenses of political parties and parliamentary candidates is carried out by a special body which is constituted also with the participation of senior magistrates, as specified by law. A law may also extend these regulations to candidates for other offices held through election.

Πολίτες που δεν απέκτησαν ακόμη το δικαίωμα να εκλέγουν μπορούν να συμμετέχουν στα τμήματα νέων των κομμάτων.

Με νόμο επιβάλλεται ανώτατο όριο εκλογικών δαπανών, μπορεί να απαγορεύονται ορισμένες μορφές προεκλογικής προβολής και καθορίζονται οι προϋποθέσεις υπό τις οποίες η παράβαση των σχετικών διατάξεων συνιστά λόγο έκπτωσης από το βουλευτικό αξίωμα με πρωτοβουλία του ειδικού οργάνου του επόμενου εδαφίου. O έλεγχος των εκλογικών δαπανών των κομμάτων και των υποψήφιων βουλευτών διενεργείται από ειδικό όργανο που συγκροτείται και με τη συμμετοχή ανώτατων δικαστικών λειτουργών, όπως νόμος ορίζει. Με νόμο μπορούν να επεκταθούν οι ρυθμίσεις αυτές και στους υποψηφίους για άλλες αιρετές θέσεις.
