V. The organization of the elections is a state function that is realized through the National Electoral Institute and the local public organs, in the terms that this Constitution establishes.
Part A. The National Electoral Institute is an autonomous public organ endowed with juridical personality and its own patrimony, in the composition of which the Legislative Power of the Union, the national political parties and the citizens participate, in the terms that the law orders. a. To act in all matters relating to electoral acts or procedures;
b. To exercise directive, disciplinary, advisory, and economic supervision over electoral organs;
c. To render final decision on all appeals and claims that may arise and act as judge of the elections to all elective offices, and of plebiscites and referendums. - English(1) The registration of voters and the conduct of elections in every constituency or any matters that appear to the Commission to be incidental to or consequential upon either, shall be subject to the direction and supervision of the Commission.
(2) In the exercise of its functions under this section, the Commission shall not be subject to the direction or control of any person or authority. (Sec. 41C)

- EnglishThe convocation, the judgment, the organization, the direction, the supervision and the surveillance of the acts and issues [cuestiones] derived from the general, departmental and municipal elections as well as of the rights and of the titles of those who are [resulten] elected, correspond exclusively to the Electoral Justice.
The issues originating from any type of popular consultation, as well as that relative to the elections and to the functioning of the political parties and movements are equally of its competence. (Art. 273) - SpanishLa convocatoria, el juzgamiento, la organización, la dirección, la supervisión y la vigilancia de los actos y de las cuestiones derivados de las elecciones generales, departamentales y municipales, así como de los derechos y de los títulos de quienes resulten elegidos, corresponden exclusivamente a la Justicia Electoral.

- English(1) There shall be a Supervisor of Elections whose duty it shall be to exercise general supervision over the registration of voters in elections of the members of the House of Representatives and over the conduct of such elections.
(2) The functions of the office of Supervisor of Elections shall be exercised by the person holding or acting in such public office as may for the time being be designated in that behalf by the Governor-General acting in his own deliberate judgment.
