The Government is composed of the Prime Minister and of the other members of the Government.
The Prime Minister is the Head of the Government.
The members of the Government are chosen from within the Parliament and outside of it. They must be thirty (30) years of age at least and enjoy their civil and political rights.
A member of the Government is eligible to one national mandate and one local mandate. (Art. 31) - French

(2) In addition to the Ministers referred to in subarticle (1) the President may, after consultation with the Prime Minister, appoint Deputy Ministers. All Deputy Ministers shall not be members of Cabinet.
