Education, potable water and sanitation, instruction, [professional] training [formation], social security, housing, energy, sport, leisure, health, protection of maternity and of infancy, assistance to the aged persons, to the persons living with a handicap and [those] in social cases, [and] artistic and scientific creation, constitute the social and cultural rights recognized by this Constitution which sees to their promotion. (Art. 18)

L’éducation, l’eau potable et l’assainissement, l’instruction, la formation, la sécurité sociale, le logement, l’énergie, le sport, les loisirs, la santé, la protection de la maternité et de l’enfance, l’assistance aux personnes âgées, aux personnes vivant avec un handicap et aux cas sociaux, la création artistique et scientifique, constituent des droits sociaux et culturels reconnus par la présente Constitution qui vise à les promouvoir. (Art. 18)
