Constitution of the Republic of Djibouti 1992, as amended to 2010
Political Rights and Association
- EnglishThe Republic of Djibouti as composed of the entirety of the persons that it recognizes as members and who have accepted the duties, without distinction of language, of race, of sex or of religion.
The national sovereignty belongs to the Djiboutian people who exercise it through their representatives or by way of referendum. No fraction of the people nor any individual may arrogate the exercise of it.
No one may be arbitrarily deprived of the status of member of the national community. (Art. 3) - Arabicتتألف جمهورية جيبوتي من مجموعة الأشخاص الذين تعترف بهم كأعضاء والذين قبلوا بالواجبات دون التمييز في اللغة أو العنصر أو الجنس أو الدين.
وتعود السيادة الوطنية للشعب الجيبوتي الذي يمارسها من خلال ممثلين أو عن طريق الاستفتاء. لا يجوز لأي جزء من الشعب أو أي فرد الادعاء لنفسه بممارستها.
لا يجوز حرمان أحد تعسفياً من حالة كونه عضواً في المجتمع الوطني. (المادة 3) - FrenchLa République de Djibouti est composée de l'ensemble des personnes qu'elle reconnaît comme membres et qui en acceptent les devoirs, sans distinction de langue, de race, de sexe ou de religion.
La souveraineté nationale appartient au peuple djiboutien qui l'exerce par ses représentants ou par la voie du référendum. Aucune fraction du peuple ni aucun individu ne peut s'en attribuer l'exercice.
Nul ne peut être arbitrairement privé de la qualité de membre de la communauté nationale. (Art. 3)

Political Parties
- EnglishThe political parties and/or groups of political parties concur in the expression of suffrage.
They form and exercise their activities freely within respect for the Constitution, and for the principles of national sovereignty and of democracy.
It is forbidden to them to identify themselves to a race, to an ethnicity, to a sex, to a religion, to a sect, to a language or to a region.
The formalities concerning the administrative declaration of the political parties and/or groups, and to the exercise and to the cessation of their activities are determined by the law. (Art. 6) - Arabicتوافق الأحزاب السياسية و/أو مجموعات الأحزاب السياسية على التعبير عن الاقتراع،
تشكل وتمارس أنشطتها بحرية في إطار احترام الدستور ومبادئ السيادة الوطنية والديمقراطية،

يحدد القانون الشكليات المتعلقة بالإعلان الإداري للأحزاب السياسية و/أو مجموعات الأحزاب السياسية وبممارسة أنشطتها والتوقف عنها. (المادة 6) - FrenchLes partis politiques et/ou groupements de partis politiques concourent à l'expression du suffrage.
Ils se forment et exercent leur activité librement dans le respect de la Constitution, des principes de la souveraineté nationale et de la démocratie.
Il leur est interdit de s'identifier à une race, à une ethnie, à un sexe, à une religion, à une secte, à une langue ou à une région.
Les formalités relatives à la déclaration administrative des partis politiques et/ou groupements de partis politiques, à l'exercice et à la cessation de leur activité sont déterminées par la loi. (Art. 6)

Head of State

Sont éligibles tous les citoyens djiboutiens, jouissant de leurs droits civils et politiques, âgés de vingt trois ans au moins. (Art. 45)
