- English1. The President of the Republic is the Head of State, embodying national unity, representing the nation on a national and an international scale, and overseeing the correct functioning of the State offices.
2. The Head of State shall be the guarantor of the Constitution.

a. that they possess nationality by origin and do not possess any other nationality;
b. that they are at least thirty-five years of age;
c. that they are in full possession of their civil and political rights;
d. that they have been proposed by at least ten thousand voters.

2. The defence of public order shall be guaranteed by the appropriate entities operating under government control. (Art. 202) - Portuguese1. O Conselho de Ministros assegura a administração do país, garante a integridade territorial, vela pela ordem pública e pela segurança e estabilidade dos cidadãos, promove o desenvolvimento económico, implementa a acção social do Estado, desenvolve e consolida a legalidade e realiza a política externa do país.
