    1. The right to learn and the freedom to teach shall be guaranteed.
    2. The State may not reserve for itself the right to plan education and culture according to any philosophical, political, ideological or religious policies. (Art. 31)

    1. É garantido o direito de aprender e a liberdade de ensinar.
    2. O Estado não pode atribuir-se direito de programar a educação e a cultura segundo quaisquer directrizes filosóficas, políticas, ideológicas ou religiosas. (Art. 31)

    1. Education, as a right recognized for all citizens, shall strive for the total development of every person and for their active participation in the community.
    2. It shall be the responsibility of the State to promote permanent education and the elimination of illiteracy, in accordance with the National System of Education.
    3. The State shall ensure compulsory and free basic education.
    4. The State shall gradually promote equal possibility of access to all other levels of education.

    1. A educação, como direito reconhecido a todos os cidadãos, visa a formação integral do homem e a sua participação activa na comunidade.
    2. Compete ao Estado promover a eliminação do analfabetismo e a educação permanente, de acordo com o Sistema Nacional de Ensino.
    3. O Estado assegura o ensino básico obrigatório e gratuito.
    4. O Estado promove gradualmente a igual possibilidade de acesso aos demais graus de ensino.
