7.- … on his own account, he appoints and removes the Chief of the Ministerial Cabinet and the Ministers, the officers of his Secretariat, consular agents, and other employees whose appointments are not otherwise regulated by this Constitution.

- EnglishThe Chief of the Ministerial Cabinet and the other secretary ministers, whose number and powers shall be determined by a special law, shall be in charge of the business of the Nation and shall countersign and legalize the acts of the President with their signatures, without which said acts are void.
… (Sec. 100) - SpanishEl jefe de gabinete de ministros y los demás ministros secretarios cuyo número y competencia será establecida por una ley especial, tendrán a su cargo el despacho de los negocios de la Nación, y refrendarán y legalizarán los actos del presidente por medio de su firma, sin cuyo requisito carecen de eficacia.
