Constitution of the Republic of Azerbaijan 1995, as amended to 2016
Obligations of the State
- EnglishI. The supreme objective of the State shall be to ensure human rights and civil liberties and an adequate standard of living for the citizens of Azerbaijan.
II. The human rights and civil liberties enumerated in this Constitution shall be implemented in accordance with the international agreements to which the Republic of Azerbaijan is a party. (Art. 12) - AzerbaijaniI. İnsan və vətəndaş hüquqlarının və azadlıqlarının, Azərbaycan Respublikasının vətəndaşlarına layiqli həyat səviyyəsinin təmin edilməsi dövlətin ali məqsədidir.
II. Bu Konstitusiyada sadalanan insan və vətəndaş hüquqları və azadlıqları Azərbaycan Respublikasının tərəfdar çıxdığı beynəlxalq müqavilələrə uyğun tətbiq edilir. (Maddə 12)

- EnglishI. Everyone is authorized to defend his or her human rights and freedoms by accepted means.
II. The State ensures the protection of human rights and freedoms. (Art. 26) - AzerbaijaniI. Hər kəsin qanunla qadağan olunmayan üsul və vasitələrlə öz hüquqlarını və azadlıqlarını müdafiə etmək hüququ vardır.
II. Dövlət hər kəsin hüquqlarının və azadlıqlarının müdafiəsinə təminat verir. (Maddə 26)

- EnglishI. The legislative, executive and judicial powers shall observe and protect human rights and freedoms fixed in the Constitution.

V. None of the provisions of the Constitution may be used to abolish human rights and civil liberties.
VI. In the territory of the Republic of Azerbaijan, human rights and freedoms are immediately in force.

1. the use of human and civil constitutional rights and freedoms, State guarantee of these rights and freedoms;
