Political Rights and Association
  • English
    (1) Every citizen shall have the right to form associations or unions, subject to any reasonable restrictions imposed by law in the interest of sovereignty or integrity of Pakistan, public order or morality.
    (2) Every citizen, not being in the service of Pakistan, shall have the right to form or be a member of a political party, subject to any reasonable restrictions imposed by law in the interest of the sovereignty or integrity of Pakistan and such law shall provide that where the Federal Government declares that any political party has been formed or is operating in a manner prejudicial to the sovereignty or integrity of Pakistan, the Federal Government shall, within fifteen days of such declaration, refer the matter to the Supreme Court whose decision on such reference shall be final.

    (ا) پاکستان کی حاکمیت اعلی یا سالمیت امنِ عامہ یا اخلاق کے مفاد میں قانون کے ذریعے عائد کردہ معقول پابندیوں کے تابع، ہر شہری کو انجمنیں یا یونینیں بنانے کا حق حاصل ہو گا۔
    (٢) ہر شہری کو، جو ملازمتِ پاکستان میں نہ ہو، پاکستان کی حاکمیت اعلی سالمیت کے مفاد میں قانون کے ذریعے عائد کردہ معقول پابندیوں کے تابع کوئی سیاسی جماعت بنانے یا اس کا رکن بننے کا حق ہوگا اور مذکورہ قانون میں قرار دیا جائے گا کہ جبکہ وفاقی حکومت یہ اعلان کر دے کہ کوئی سیاسی جماعت ایسے طریقے پر بنائی گئی ہے یا عمل کر رہی ہے جو پاکستان کی حاکمیتِ اعلی یا سالمیت کے لیے مضر ہے تو وفاقی حکومت مذکورہ اعلان سے پندرہ دن کے اندر معاملہ عدالتِ عظمٰی کے حوالے کر دے گی جس کا مذکورہ حوالے پر فیصلہ قطعی ہوگا۔

    The State shall encourage local Government institutions composed of elected representatives of the areas concerned and in such institutions special representation will be given to peasants, workers and women. (Art. 32)

    مملکت متعلقہ علاقوں کے منتخب نمائندوں پر مشتمل بلدیاتی اداروں کی حوصلہ افزائی کرے گی اور ایسے اداروں میں کسانوں، مزدوروں اور عورتوں کو خصوصی نمائندگی دی جائے گی۔ (آرٹیکل ۳۲)

    (2) A person shall be entitled to vote if­-
    (a) he is a citizen of Pakistan;
    (b) he is not less than eighteen years of age;
    (c) his name appears on the electoral roll; and
    (d) he is not declared by a competent court to be of unsound mind.

    (۲) کوئی شخص ووٹ دینے کا حقدار ہو گا اگر،۔۔
    (الف) وہ پاکستان کا شہری ہو؛
    (ب) وہ عمر میں اٹھارہ سال سے کم نہ ہو؛
    (ج) اس کا نام انتخابی فہرست میں موجود ہو؛ اور
    (د) اسے کسی با اختیار عدالت نے فاتر العقل قرار نہ دیا ہو۔
