- EnglishThe law shall specify the independent national councils, including the National Council for Human Rights, the National Council for Women, the National Council for Childhood and Motherhood, and the National Council for Disabled Persons. The law shall state the composition, mandates, and guarantees for the independence and neutrality of their respective members. Each council shall have the right to report to the competent authorities any violations pertaining to their fields of work.

- EnglishThe authority charged with parity and with the struggle against all forms of discrimination, created by virtue of Article 19 of this Constitution, sees[,] notably[,] to the respect for the rights and freedoms specified in said Article, under reserve of the attributions devolved to the National Council of the Rights of Man. - EnglishThe man and the woman enjoy, in equality, the rights and freedoms of civil, political, economic, social, cultural and environmental character, enounced in this Title4 and in the other provisions of the Constitution, as well as in the international conventions and pacts duly ratified by Morocco and this, with respect for the provisions of the Constitution, of the constants [constantes] of the Kingdom and of its laws.
The State works for the realization of parity between men and women.
An Authority for parity and the struggle against all forms of discrimination is created, to this effect. (Art. 19) - Arabicيتمتّع الرّجل والمرأة، على قدم المساواة، بالحقوق والحرّيات المدنيّة والسياسيّة والاقتصاديّة والاجتماعيّة والثقافية والبيئية، الواردة في هذا الباب من الدستور، وفي مقتضياته الأخرى، وكذا في الاتفاقيات والمواثيق الدّولية، كما صادق عليها المغرب، وكل ذلك في نطاق أحكام الدستور وثوابت المملكة وقوانينها.
تسعى الدولة إلى تحقيق مبدأ المناصفة بين الرجال والنّساء.
وتُحدث لهذه الغاية، هيئة للمناصفة ومكافحة كل أشكال التمييز. (الفصل19)

Limitations and/or Derogations
- EnglishThe powers of the Cabinet in a state of emergency are as follows: while the state of emergency is in effect, the Cabinet may take any measures without restriction, or may partially repeal or limit the effects of provisions of this Declaration. Furthermore, if the exceptional situation reaches the point that it threatens the safety of the nation, the Cabinet may, in consultation with the Sovereignty Council, suspend part of the rights document found in this Declaration. However, it may not reduce the right to life, protection from enslavement or torture, or the principle of nondiscrimination on the basis of race, gender, religious conviction, disability, or the right to litigate or the right to a fair trial. (Art. 40)
- Arabicسلطات مجلس الوزراء في حالة الطوارئ: يجوز لمجلس الوزراء أثناء سريان مالة الطوارئ أن يتخذ أية تدابيير لاتقيد او تلغي جزئياً، او تحد من أثار أحكام هذة الوثيقة، ومع ذلك في حالة وصول الحالة الإستثنائية درجة تحدد سلامة الأُمة يجوز للمجلس بالتشاور مع مجلس السيادة تعليق جزء من وثيقة الحقوق الواردة في هذة الوثيقة، ولايجوز مع ذلك الإنتقاص من الحق في الحياة او الحرمة من الإسترقاق او التعذيب او عدم التمييز علي اساس العرق او النوع او العقيدة الدينية او الإعاقة او حق التقاضي او الحق في المحاكمة العادلة. No restriction may be provided to the rights and freedoms guaranteed by this Constitution except by virtue of a law and to meet the demands of a democratic regime and with a view to safeguarding the rights of others or to meet the imperatives of the public safety, of the national defense or of the public health.
These restrictions must not infringe the substance of the rights and freedoms guaranteed by this Constitution, and they must be justified by their objectives and proportionate to their justifications.
No revision may infringe that acquired in the matter of human rights and of freedoms guaranteed by this Constitution.

لا توضع قيود على الحقوق والحرّيات المضمونة بهذا الدّستور إلاّ بمقتضى قانون ولضرورة يقتضيها نظام ديمقراطيّ وبهدف حماية حقوق الغير أو لمقتضيات الأمن العامّ أو الدّفاع الوطنيّ أو الصّحة العموميّة.
ويجب ألاّ تمسّ هذه القيود بجوهر الحقـــوق والحرّيات المضمونة بهذا الدّستور وأن تكون مبرّرة بأهدافها، متناسبة مع دواعيها.
لا يجوز لأيّ تنقيح أن ينال من مكتسبات حقوق الإنسان وحرّياته المضمونة في هذا الدّستور.

Aucune restriction ne peut être apportée aux droits et libertés garantis par la présente Constitution qu'en vertu d'une loi et pour répondre aux exigences d’un régime démocratique et en vue de sauvegarder les droits d’autrui ou pour répondre aux impératifs de la sûreté publique, de la défense nationale ou de la santé publique.
Ces restrictions ne doivent pas porter atteinte à la substance des droits et libertés garantis par la présente Constitution, et elles doivent être justifiées par leurs objectifs et proportionnelles à leurs justifications.
Aucune révision ne peut porter atteinte aux acquis en matière des droits de l'Homme et de libertés garantis par la présente Constitution.

- EnglishWhen the integrity of the National territory is threatened or [in case] that events are produced which obstruct the regular functioning of the constitutional institutions, the King can, after having consulted the Head of Government, the President of the Chamber of Representatives, the President of the Chamber of Councilors, as well as the President of the Constitutional Court, and addressing a message to the Nation, proclaim by Dahir the state of exception. By this act, the King is enabled [habilite] to take the measures that the defense of the territorial integrity imposes and to return, in the least time, to the normal functioning of the constitutional institutions.
The Parliament may not be dissolved during the exercise of exceptional powers.
The fundamental rights and freedoms provided by this Constitution remain guaranteed.
The state of exception is terminated in the same forms as its proclamation, once the conditions which have justified it do not exist. (Art. 59) - Arabicإذا كانت حوزة التّراب الوطني مهدّدة، أو وقع من الأحداث ما يعرقل السير العادي للمؤسّسات الدّستورية، أمكن للملك أن يُعلن حالة الاستثناء بظهير، بعد استشارة كل من رئيس الحكومة، ورئيس مجلس النواب، ورئيس مجلس المستشارين، ورئيس المحكمة الدستورية، وتوجيه خطاب إلى الأمّة. ويُخول الملك بذلك صلاحية اتخاذ الإجراءات التي يفرضها الدفاع عن الوحدة الترابية، ويقتضيها الرجوع، في أقرب الآجال، إلى السير العادي للمؤسسات الدستورية.
لا يحل البرلمان أثناء ممارسة السلطات الاستثنائية.
تبقى الحريات والحقوق الأساسية المنصوص عليها في هذا الدستور مضمونة.
تُرفع حالة الاستثناء بمجرد انتفاء الأسباب التي دعت إليها، وباتخاذ الإجراءات الشكلية المقررة لإعلانها. (الفصل 59)
