The following are the independent Commissions—

An organic law determines the organization, the composition and the functioning of the Consultative Council of Women. (Art. 233)

(1) The following state institutions strengthen constitutional democracy in the Republic:

(d) The Commission for Gender Equality.

1. There is established the Gender Equity and Equality Commission which shall have offices in the Provinces and progressively in districts.
2. The Gender Equity and Equality Commission shall promote the attainment and mainstreaming of gender equality.
3. The Gender Equity and Equality Commission shall—
a. monitor, investigate, research, educate, advise and report on issues concerning gender equality;
b. ensure institutions comply with legal requirements and other standards relating to gender equality;
c. take steps to secure appropriate redress to complaints relating to gender inequality, as prescribed; and
d. perform such other functions as prescribed. (Art. 231)

A Consultative Council of Women is instituted[,] responsible for emitting opinions on the condition of women and of making suggestions to the Government aiming to promote the integration of women into the development. (Art. 232)

The national commissions, specialised organs and national councils entrusted with the responsibility to help in resolving important issues facing the country are the following:

(iii) Gender Monitoring Office;

(i) National Women Council;

(2) Specific laws determine the mission, organisation and functioning of these organs.

(1) Independent commissions shall be established, and figures with attested competence and integrity shall be nominated therefor. They are formed and their competencies defined by the laws that establish them.

(3) The Sovereignty Council appoints the chairman and members of the following commissions, in consultation with the Cabinet:

In addition to the report it is required to submit in terms of section 323, the Zimbabwe Gender Commission may, through the appropriate Minister, submit reports to Parliament on particular matters relating to gender issues which, in the Commission’s opinion, should be brought to the attention of Parliament. (Sec. 247)

The authority charged with parity and with the struggle against all forms of discrimination, created by virtue of Article 19 of this Constitution, sees[,] notably[,] to the respect for the rights and freedoms specified in said Article, under reserve of the attributions devolved to the National Council of the Rights of Man. (Art. 164)

(1) In this section “constitutional institution” means –

(c) the Commission on Gender Equality;

(2) A constitutional institution established in terms of the previous Constitution continues to function in terms of the legislation applicable to it, and anyone holding office as a commission member, a member of the board of the Reserve Bank or the Pan South African Language Board, the Public Protector or the Auditor-General when the new Constitution takes effect, continues to hold office in terms of the legislation applicable to that office, subject to -
(a) any amendment or repeal of that legislation; and
(b) consistency with the new Constitution.
