Citizens of the Republic of Belarus shall have the right to participate in public affairs both directly and through freely elected representatives.
The direct participation of citizens in the management of the affairs of society and the State is ensured by holding referendums, discussing draft laws, other normative legal acts and issues of national and local importance, and by other means defined by law.
In accordance with the procedure established by law, citizens of the Republic of Belarus take part in the discussion of questions of state and public life at national and local assemblies. (Art. 37) - Belarusian

- English1. Subject to the provisions of subsections (4) and (5) no law shall make any provision that is discriminatory either of itself or in its effect.

Participation shall be governed by the principles of equality, autonomy, public deliberation, respect for differences, monitoring by the public, solidarity and interculturalism.
The participation of citizens in all matters of public interest is a right, which shall be exercised by means of mechanisms of representative, direct and community democracy.
