(1) There is a provincial council for each province and a metropolitan council for each metropolitan province, consisting of—
(a) a chairperson of the council, elected in terms of section 272; and
(b) the mayors and chairpersons, by whatever title they are called, of all urban and rural local authorities in the province concerned; and
(c) ten persons elected by a system of proportional representation referred to in subsection (3).
(2) A person is qualified to be elected to a provincial or metropolitan council in terms of subsection (1)(c) if she is qualified for election as a Member of the National Assembly.
(3) Elections to provincial and metropolitan councils must be conducted in accordance with the Electoral Law, which must ensure that the persons referred to in subsection (1)(c) are elected under a party-list system of proportional representation—
(a) which is based on the votes cast for candidates representing political parties in the province concerned in the general election for Members of the National Assembly; and
(b) in which male and female candidates are listed alternately, every list being headed by a female candidate.

(1) Notwithstanding anything in the foregoing provision of this Part or Part VIII, the provisions of the Constitution relating to the reservation of seats for women in the House of the People, the Legislative Assembly of a State and the Legislative Assembly of the National Capital Territory of Delhi shall come into effect after an exercise of delimitation is undertaken for this purpose after the relevant figures for the first census taken after commencement of the Constitution (One Hundred and Sixth Amendment) Act, 2023 have been published and shall cease to have effect on the expiration of a period of fifteen years from such commencement.
(2) Subject to the provisions of articles 239AA, 330A and 332A, seats reserved for women in the House of the People, the Legislative Assembly of a State and the Legislative Assembly of the National Capital Territory of Delhi shall continue till such date as the Parliament may by law determine.
(3) Rotation of seats reserved for women in the House of the People, the Legislative Assembly of a State and the Legislative Assembly of the National Capital Territory of Delhi shall take effect after each subsequent exercise of delimitation as the Parliament may by law determine.
(4) Nothing in this article shall affect any representation in the House of the People, the Legislative Assembly of a State or the Legislative Assembly of the National Capital Territory of Delhi until the dissolution of the then existing House of the People, Legislative Assembly of a State or the Legislative Assembly of the National Capital Territory of Delhi. For the case of the functionaries elected by popular vote through closed lists proposed by the political parties under the principle of proportionality, Deputies before the National Assembly, Deputies to the Central American Parliament, Municipal Concejales [Aldermen], Regional Concejales, the lists of candidates must be composed of fifty percent of men and fifty percent of women, ordered in equitable form and presented [in] alternate form; the same ratio of gender must be maintained between proprietary members [proprietarios] and substitutes when they exist [donde los hubiere].

(1) Each Provincial Assembly shall consist of a number of members as follows:-
(a) Members in a number that is twice as many as the number of members elected to the House of Representatives from the concerned Province, through the first past the post electoral system;
(b) The number of members to be set pursuant to clause (a) shall be considered to be sixty percent, and the rest forty percent members to be elected, through the proportional electoral system.

(9) Notwithstanding anything contained elsewhere in this Article, at least one third of the total number of members elected from each political party representing in the Provincial Assembly shall be women. In case women are not so elected as to constitute one third of the elected members of any political party pursuant to subclause (a) of clause (1), such political party shall, in electing members pursuant to sub-clause (b) of that clause, so elect that women members constitute at least one third of the total number of members elected to the Provincial Assembly from that party.

(1) Seats shall be reserved for women in the Legislative Assembly of every State.
(2) As nearly as may be, one-third of the total number of seats reserved under clause (3) of article 332 shall be reserved for women belonging to the Scheduled Castes or the Scheduled Tribes.
(3) As nearly as may be , one-third (including the number of seats reserved for women belonging to the Scheduled Castes and the Sceduled Tribes) of the total number of seats to be filled by direct election in the Legislative Assembly of every State shall be reserved for women. (Art. 332A)
