The laws qualified as constitutional require, for their reform, the vote of the two- thirds part of the total number of deputies that integrate the Congress, prior to the favorable ruling of the Court of Constitutionality. In such eventuality, every citizen, whether or not vested with official authority, has a duty to assist in bringing it back into actual effect.
