- EnglishEducation is a right of all people and the responsibility of the State, which guarantees free, accessible, and quality education services to its citizens for their holistic development, from preschool until the postgraduate level.
The State, in order to effectuate this right, establishes a broad system of educational institutions of all types and education levels, which allows the possibility of attending school during any stage of life according to one's aptitudes and the country's social demands and socioeconomic development needs.
Society and families have the responsibility of education.
The law defines the scope of the obligatory nature of attending school; the basic general preparation that must be minimally acquired; the education of adults and those whose postgraduate or other complementary studies may extraordinarily be remunerated. El Estado, para hacer efectivo este derecho, establece un amplio sistema de instituciones educacionales en todos los tipos y niveles educativos, que brinda la posibilidad de estudiar en cualquier etapa de la vida de acuerdo a las aptitudes, las exigencias sociales y a las necesidades del desarrollo económico-social del país.

- EnglishEducation is a right of the person and a public service that has a social function: access to knowledge, to science, to technology, and the other benefits and valuesof culture are sought [by means] of it.
Education shall train the Colombian in the respect for human rights, peace and democracy; and in the practice of work and recreation for the cultural, scientific, and technological improvement and in the protection of the environment.
The State, society, and the family are responsible for education, which will be obligatory between five and fifteen years of age and which shall include at least one year of preschool and nine [years] of basic education.
Education will be gratuitous in the institutions of the State, without prejudice to charging for academic rights to those who can defray them.
It corresponds to the State to regulate and execute the supreme inspection and supervision of education in order to see to its quality, the fulfillment of its purposes, and for the better moral, intellectual, and physical training of those being educated; to guarantee an adequate coverage of the service, and to assure to minors the conditions necessary for their access and continuation [permanencia] in the educative system.
The Nation and the territorial entities shall participate in the management, financing, and administration of the State educational services, within the limits specified in the Constitution and the law. La educación formará al colombiano en el respeto a los derechos humanos, a la paz y a la democracia; y en la práctica del trabajo y la recreación, para el mejoramiento cultural, científico, tecnológico y para la protección del ambiente.
El Estado, la sociedad y la familia son responsables de la educación, que será obligatoria entre los cinco y los quince años de edad y que comprenderá como mínimo, un año de preescolar y nueve de educación básica.
La educación será gratuita en las instituciones del Estado, sin perjuicio del cobro de derechos académicos a quienes puedan sufragarlos.
Corresponde al Estado regular y ejercer la suprema inspección y vigilancia de la educación con el fin de velar por su calidad, por el cumplimiento de sus fines y por la mejor formación moral, intelectual y física de los educandos; garantizar el adecuado cubrimiento del servicio y asegurar a los menores las condiciones necesarias para su acceso y permanencia en el sistema educativo.
La Nación y las entidades territoriales participarán en la dirección, financiación y administración de los servicios educativos estatales, en los términos que señalen la Constitución y la ley. (Art. 67)

Both the educational system and regime are decentralized.
The State coordinates the education policy. It formulates the general guidelines of the plans of study as well as the minimum requirements of the organization of the education centers. It oversees their compliance and the quality of the education.
It is the duty of the State to assure that no one is prevented from receiving adequate education by virtue of their economic situation or of mental or physical limitations.
Education is a fundamental human right which guarantees the development of the person and the society, for which the State annually invests no less than 6% of GDP [PIB: Product Bruto Interno]. (Art. 16) - Spanish
