Every person has the right to receive, and every person or institution has the right to give, instruction or education subject to such formalities, conditions or restrictions as are in accordance with the relevant communal law and are necessary only in the interests of the security of the Republic or the constitutional order or the public safety or the public order or the public health or the public morals or the standard and quality of education or for the protection of the rights and liberties of others including the right of the parents to secure for their children such education as is in conformity with their religious convictions.
2. Free primary education shall be made available by the Greek and the Turkish Communal Chambers in the respective communal primary schools.
3. Primary education shall be compulsory for all citizens of such school age as may be determined by a relevant communal law.
4. Education, other than primary education, shall be made available by the Greek and the Turkish Communal Chambers, in deserving and appropriate cases, on such terms and conditions as may be determined by a relevant communal law. 3. Η στοιχειώδης εκπαίδευσις είναι υποχρεωτική διά πάντας τους πολίτας τους έχοντας συμπληρώσει την απαιτουμένην ηλικίαν, ως θέλει ορίσει ο οικείος κοινοτικός νόμος.
4. Μερίμνη της ελληνικής και της τουρκικής Κοινοτικής Συνελεύσεως θα καταστή προσιτή πλην της στοιχειώδους και η περαιτέρω εκπαίδευσις εις ενδεδειγμένα και άξια υποστηρίξεως πρόσωπα, εφ’ ους όρους και προϋποθέσεις θα ορίση ο οικείος κοινοτικός νόμος. (1) Establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society;
(2) Establish and maintain a system of free public education in the elementary and high school levels. Without limiting the natural right of parents to rear their children, elementary education is compulsory for all children of school age;
(3) Establish and maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall be available to deserving students in both public and private schools, especially to the underprivileged;(4) Encourage non-formal, informal, and indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those that respond to community needs; and

- EnglishEducation is a right of all people and the responsibility of the State, which guarantees free, accessible, and quality education services to its citizens for their holistic development, from preschool until the postgraduate level.
The State, in order to effectuate this right, establishes a broad system of educational institutions of all types and education levels, which allows the possibility of attending school during any stage of life according to one's aptitudes and the country's social demands and socioeconomic development needs.
Society and families have the responsibility of education.
The law defines the scope of the obligatory nature of attending school; the basic general preparation that must be minimally acquired; the education of adults and those whose postgraduate or other complementary studies may extraordinarily be remunerated. (Art. 73) - SpanishLa educación es un derecho de todas las personas y responsabilidad del Estado, que garantiza servicios de educación gratuitos, asequibles y de calidad para la formación integral, desde la primera infancia hasta la enseñanza universitaria de posgrado.
