- EnglishConstitutional provisions shall be interpreted by the literal meaning of its wording that is mostly closely in line with the Constitution as a whole. In the event of any doubt, it is the most favorable interpretation of the full and effective force of rights and that best respects the will of the constituent, in accordance with the general principles of constitutional interpretation that shall prevail. - EnglishI. The supreme objective of the State shall be to ensure human rights and civil liberties and an adequate standard of living for the citizens of Azerbaijan.
II. The human rights and civil liberties enumerated in this Constitution shall be implemented in accordance with the international agreements to which the Republic of Azerbaijan is a party. (Art. 12) - AzerbaijaniI. İnsan və vətəndaş hüquqlarının və azadlıqlarının, Azərbaycan Respublikasının vətəndaşlarına layiqli həyat səviyyəsinin təmin edilməsi dövlətin ali məqsədidir.
II. Bu Konstitusiyada sadalanan insan və vətəndaş hüquqları və azadlıqları Azərbaycan Respublikasının tərəfdar çıxdığı beynəlxalq müqavilələrə uyğun tətbiq edilir. (Maddə 12)

The State commits to respecting the Constitution, the Rights of Man and the public freedoms. It sees to making them known and diffuses them among the population.
The State takes the necessary measures to integrate the Constitution, the Rights of Man and the public freedoms in the school and university programs of teaching as well as in the training of the forces of defense and of security, and of the agents of the Administration. (Art. 28) - French
L’Etat s’engage à respecter la Constitution, les droits de l’homme et les libertés publiques. Il veille à les faire connaître et à les diffuser au sein de la population.
L’Etat prend les mesures nécessaires pour intégrer la Constitution, les droits de l’homme et les libertés publiques dans les programmes d’enseignement scolaires et universitaires ainsi que dans la formation des forces de défense et de sécurité, et des agents de l’Administration. (Art. 28)
