(1) There shall be established the Office of the Ombudsman.

(5) The Ombudsman shall:
(a) Investigate complaints regarding allegations or outright violations against basic rights and freedoms, abuse of power, unfair behavior, mercilessness, lack of clemency, indiscipline or disrespect towards a person that lives in Somalia by an officer who works at the various levels of government, an apparently unfair behavior, or act in a corrupt manner, or a behavior by an officer deemed as illegal by a democratic society or regarded as mischief or injustice.

- English[The following] are duties and attributions of the Defender of the People:
1. to receive and to investigate denunciations, complaints and claims against violations of the human rights and other acts that this Constitution and the law establish;
2. to request from the authorities at their various levels, including those of the police organs and those of security in general, information for the better exercise of his functions[;] he may not be opposed by any reserve. He may have access to the places where the commission of such acts are denounced. It is also of his competence to act ex officio;
3. to issue [emitir] [a] public censure for acts or behaviors contrary to the human rights;
4. to annually report concerning his management [gestiones] to the Chambers of the Congress;
5. to prepare and to divulge reports on the situation of human rights that, in his opinion, require prompt public attention, and

- EnglishEach year, the Ombudswoman or Ombudsman shall report to the Pluri-National Legislative Assembly and to the Institution of Social Control on the situation of human rights in the country and the management of its administration. The Ombudswoman or Ombudsman may be summoned at any moment by the Pluri-National Legislative Assembly or by the Institution of Social Control, in order to provide a report on the exercise of its functions. - SpanishCada año, la Defensora o el Defensor del Pueblo informará a la Asamblea Legislativa Plurinacional y al Control Social sobre la situación de los derechos humanos en el país y sobre la gestión de su administración. - English1. The Ombudsman may enquire into the conduct of any person or body to which this Article applies –
a. upon receiving a complaint from a member of the public (or, if for reasons of incapacity, from his representative or a member of his family) who claims to have been the victim of an injustice as a result of particular conduct;
b. at the request of a Minister, a member of Parliament, of the Malvatumauri Council of Chiefs or of a Local Government Council; or
c. of his own initiative.
2. This Article shall apply to all public servants, public authorities and ministerial departments, with the exception of the President of the Republic, the Judicial Service Commission, the Supreme Court and other judicial bodies.
3. The Ombudsman may request any Minister, public servant, administrator, authority concerned or any person likely to assist him, to furnish him with information and documents needed for his enquiry.

- EnglishTo monitor respect for human rights in Afghanistan as well as to foster and protect it, the state shall establish the Independent Human Rights Commission of Afghanistan. Every individual shall complain to this Commission about the violation of personal human rights. The Commission shall refer human rights violations of individuals to legal authorities and assist them in defense of their rights. Organization and method of operation of the Commission shall be regulated by law. (Art. 58)
- Dariدولت به منظور نظارت بر رعایت حقوق بشر در افغانستان و بهبود و حمایت از آن، كمیسیون مستقل حقوق بشر افغانستان را تأسیس می نماید. هر شخص می تواند در صورت نقض حقوق بشری خود، به این كمیسیون شكایت نماید.كمیسیون می تواند موارد نقض حقوق بشری افراد را به مراجع قانونی راجع سازد و در دفاع ازحقوق آنها مساعدت نماید. تشكیل و طرز فعالیت این كمیسیون توسط قانون تنظیم میگردد.
