- English(1) The functions of the Ombudsman shall be to:-
(a) enquire into the conduct of any person to whom this section applies in the exercise of his office or authority, or abuse thereof;
(b) assist in the improvement of the practices and procedures of public bodies; and
(c) ensure the elimination of arbitrary and unfair decisions.
(2) Parliament may confer additional functions on the Ombudsman.
(3) This section applies to members of the public service, the Police Force, the Prisons Service, the government of Honiara city, provincial governments, and such other offices, commissions, corporate bodies or public agencies as may be prescribed by Parliament:
Provided that it shall not apply to the Governor-General or his personal staff or to the Director of Public Prosecutions or any person acting in accordance with his instructions.
(4) Nothing in this section or in any Act of Parliament enacted for the purposes of this Chapter shall confer on the Ombudsman any power to question or review any decision of any judge, magistrate or registrar in the exercise of his judicial functions. (Sec. 97)

1. To be Panamanian by birth;
2. To fully enjoy one's civil and political rights;
3. To be at least thirty five years of age;
4. Not to have been sentenced to five years in prison or more for a premeditated offense;
5. To have moral integrity and a good reputation;
6. Not to be bound by family ties, within the fourth degree of consanguinity and the second degree of marital relations, to the President of the Republic, any other Cabinet Council member, Justices of the Supreme Court of Justice or a member of the National Assembly. - EnglishThe Commission on Human Rights shall have the following powers and functions:
(1) Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights;
(2) Adopt its operational guidelines and rules of procedure, and cite for contempt for violations thereof in accordance with the Rules of Court;
(3) Provide appropriate legal measures for the protection of human rights of all persons within the Philippines, as well as Filipinos residing abroad, and provide for preventive measures and legal aid services to the underprivileged whose human rights have been violated or need protection;
(4) Exercise visitorial powers over jails, prisons, or detention facilities;
(5) Establish a continuing program of research, education, and information to enhance respect for the primacy of human rights;
(6) Recommend to the Congress effective measures to promote human rights and to provide for compensation to victims of violations of human rights, or their families;
(7) Monitor the Philippine Government’s compliance with international treaty obligations on human rights;
(8) Grant immunity from prosecution to any person whose testimony or whose possession of documents or other evidence is necessary or convenient to determine the truth in any investigation conducted by it or under its authority;
(9) Request the assistance of any department, bureau, office, or agency in the performance of its functions;
(10) Appoint its officers and employees in accordance with law; and
(11) Perform such other duties and functions as may be provided by law. (Art. XIII, Sec. 18) - FilipinoDapat magkaroon ang Komisyon sa mga Karapatang Pantao ng mga sumusunod na mga kapangyarihan at mga gawain:

(4) Tumupad ng mga kapangyarihan sa pagdalaw sa mga piitan, mga bilangguan, o mga pasilidad sa detensyon;
(5) Magtatag ng patuluyang programa sa pananaliksik, edukasyon at impormasyon upang mapatingkad ang paggalang sa pagkapangunahin ng mga karapatang pantao;
(6) Magrekomenda sa Kongreso ng mabisang mga hakbangin upang maitaguyod ang mga karapatang pantao at maglaan para sa mga bayad-pinsala sa mga biktima, o sa kanilang mga pamilya, ng mga paglabag sa mga karapatang pantao;
(7) Subaybayan ang pagtalima ng Pamahalaan ng Pilipinas sa mga pananagutan sa pandaigdig na kasunduang-bansa hinggil sa mga karapatang pantao;
(8) Magkaloob ng immunity sa pag-uusig sa sino mang tao na ang testimonyo o ang pag-iingat ng mga dokumento o iba pang ebidensya ay kinakailangan o makaluluwag sa pagtiyak ng katotohanan sa alin mang pagsisiyasat sa isinagawa nito o sa ilalim ng awtoridad nito;
(9) Hilingin ang tulong ng alin mang kagawaran, kawanihan, tanggapan o sangay sa pagtupad ng mga gawain nito;
(10) Humirang ng mga pinuno at kawani nito nang naaayon sa batas; at
(11) Tumupad ng iba pang mga tungkulin at mga gawain na maaaring itakda ng batas. (Art. XIII, Seksyon 18)

- EnglishAny violation of personal freedom, or the sanctity of the private life of citizens, or any other public rights and freedoms which are guaranteed by the Constitution and the Law is a crime. The criminal and civil lawsuit arising of such crime shall not abate by prescription. The affected party shall have the right to bring a direct criminal action.
The State shall guarantee fair compensation for the victims of such violations. The National Council for Human Rights may file a complaint with the Public Prosecution of any violation of these rights, and it may intervene in the civil lawsuit in favor of the affected party at its request. All of the foregoing is to be applied in the manner set forth by Law. The Council assures a mission of surveillance, of early warning and of evaluation in matters of the respect for the Rights of Man.
Without prejudice to the attributions of the judicial power, the Council examines any situations of infringement of the Rights of Man declared or brought to itscognizance, and it engages in any appropriate action. It brings the results of its investigations to the cognizance of the administrative authorities concerned and, asneed be, before the competent jurisdictions.
The Council initiates actions of awareness [sensibilsation], of information and of communication for the promotion of the Rights of Man.
It equally emits opinions, proposals and recommendations relative to the promotion and to the protection of the Rights of Man.
The Council elaborates an annual report that it addresses to the President of the Republic. This report is published by the President of the Council.
The law establishes the composition and the modalities of appointment of the members of the Council as well as the regulations relative to its organization and to its functioning. (Art. 212) - Arabic

Le Conseil assure une mission de surveillance, d'alerte précoce et d'évaluation en matière de respect des Droits de l'Homme.
Sans préjudice des attributions du pouvoir judiciaire, le Conseil examine toute situation d'atteinte aux Droits de l’Homme constatée ou portée à sa connaissance, et entreprend toute action appropriée. Il porte les résultats de ses investigations à la connaissance des autorités administratives concernées et, le cas échéant, devant les juridictions compétentes.
Le Conseil initie des actions de sensibilisation, d'information et de communication pour la promotion des Droits de l'Homme.
Il émet également des avis, propositions et recommandations relatives à la promotion et à la protection des Droits de l'Homme.
Le Conseil élabore un rapport annuel qu'il adresse au Président de la République. Ce rapport est publié par le président du Conseil.

- EnglishThe Procurator of Human Rights has the following attributions:
a. To promote the adequate [buen] functioning and expediting [agilización] of the government administration, in matters of Human Rights;
b. To investigate and denounce [the] administrative behavior that is detrimental to the interests of persons;
c. To investigate every type of denunciations that may be brought by any person regarding the violations of Human Rights;
d. To recommend privately or publicly to the functionaries the modification of any administrative behavior objected to;
e. To issue public censure for acts or behavior against the Constitutional rights;
f. To promote actions or recourses, judicial or administrative, in those cases in which they proceed; and
g. The other functions and attributions assigned to him [or her] by the law.
The Procurator of Human Rights, of office[,] or at the instance of a person, will act with due diligence so that, during the regime of exception, the fundamental rights whose application may not have been expressly restrained may be fully guaranteed. For the fulfillment of his [or her] functions[,] every day and all hours are considered working [hours]. (Art. 275) - SpanishEl Procurador de los Derechos Humanos tiene las siguientes atribuciones:
a) Promover el buen funcionamiento y la agilización de la gestión administrativa gubernamental, en materia de Derechos Humanos;
b) Investigar y denunciar comportamientos administrativos lesivos a los intereses de las personas;
c) Investigar toda clase de denuncias que le sean planteadas por cualquier persona, sobre violaciones a los Derechos Humanos;

El Procurador de los Derechos Humanos, de oficio o a instancia de parte, actuará con la debida diligencia para que, durante el régimen de excepción, se garanticen a plenitud los derechos fundamentales cuya vigencia no hubiere sido expresamente restringida. - EnglishI. The Public Defender (Defensor del Pueblo) shall oversee the enforcement, promotion, dissemination of and compliance with human rights, both individual and collective, that are established in the Constitution, laws and international instruments. The function of the Public Defender shall extend to the administrative activity of the entire public sector and the activity of private institutions that provide public services.
II. The Public Defender shall also promote the defense of the rights of the nations and rural native indigenous peoples, of urban and intercultural communities, and of Bolivians who are abroad.
III. The Public Defender is an institution with operational, financial and administrative autonomy, in accordance with the law. Its functions shall be governed by the principles of free services, accessibility, swiftness and solidarity. In the exercise of its functions it does not receive instructions from the organs of the State. (Art. 218) - SpanishI. La Defensoría del Pueblo velará por la vigencia, promoción, difusión y cumplimiento de los derechos humanos, individuales y colectivos, que se establecen en la Constitución, las leyes y los instrumentos internacionales. La función de la Defensoría alcanzará a la actividad administrativa de todo el sector público y a la actividad de las instituciones privadas que presten servicios públicos.
II. Corresponderá asimismo a la Defensoría del Pueblo la promoción de la defensa de los derechos de las naciones y pueblos indígena originario campesinos, de las comunidades urbanas e interculturales, y de las bolivianas y los bolivianos en el exterior.
III. La Defensoría del Pueblo es una institución con autonomía funcional, financiera y administrativa, en el marco de la ley. Sus funciones se regirán bajo los principios de gratuidad, accesibilidad, celeridad y solidaridad. En el ejercicio de sus funciones no recibe instrucciones de los órganos del Estado. (Art. 218)

- English(1) The Public Protector and the members of any Commission established by this Chapter4 must be women or men who—
(a) are South African citizens;
(b) are fit and proper persons to hold the particular office; and
(c) comply with any other requirements prescribed by national legislation.
(2) The need for a Commission established by this Chapter to reflect broadly the race and gender composition of South Africa must be considered when members are appointed.

- EnglishThe functions of the Commission shall be defined and prescribed by Act of Parliament and shall include the duty—
(a) to investigate complaints of violations of fundamental rights and freedoms, injustice, corruption, abuse of power and unfair treatment of any person by a public officer in the exercise of his official duties;
(b) to investigate complaints concerning the functioning of the Public Services Commission, the administrative organs of the State, the Armed Forces, the Police Service and the Prisons Service in so far as complaints relate to the failure to achieve a balanced structuring of those services or equal access by all to the recruitment of those services or fair administration in relation to those services;
(c) to investigate complaints concerning practices and actions by persons, private enterprises and other institutions where those complaints allege violations of fundamental rights and freedoms under this Constitution;
(d) to take appropriate action to call for the remedying, correction and reversal of instances specified in paragraphs (a), (b) and (c) of this clause through such means as are fair, proper and effective,

(f) to educate the public as to human rights and freedoms by such means as the Commissioner may decide, including publications, lectures and symposia; and
(g) to report annually to Parliament on the performance of its functions. (Art. 218)
