The Council assures a mission of surveillance, of early warning and of evaluation in matters of the respect for the Rights of Man.
Without prejudice to the attributions of the judicial power, the Council examines any situations of infringement of the Rights of Man declared or brought to itscognizance, and it engages in any appropriate action. It brings the results of its investigations to the cognizance of the administrative authorities concerned and, asneed be, before the competent jurisdictions.
The Council initiates actions of awareness [sensibilsation], of information and of communication for the promotion of the Rights of Man.
It equally emits opinions, proposals and recommendations relative to the promotion and to the protection of the Rights of Man.
The Council elaborates an annual report that it addresses to the President of the Republic. This report is published by the President of the Council.
The law establishes the composition and the modalities of appointment of the members of the Council as well as the regulations relative to its organization and to its functioning. (Art. 212) - Arabic
يتولّى المجلس مهمة الرقابة والإنذار المبكر والتقييم في مجال احترام حقوق الإنسان.
يدرس المجلس، دون المساس بصلاحيات السلطة القضائية، كل حالات انتهاك حقوق الإنسان التي يعاينها أو تُبلغ إلى علمه، ويقوم بكل إجراء مناسب في هذا الشأن. ويعرض نتائج تحقيقاته على السلطات الإدارية المعنية، وإذا اقتضى الأمر، على الجهات القضائية المختصة.

Sans préjudice des attributions du pouvoir judiciaire, le Conseil examine toute situation d'atteinte aux Droits de l’Homme constatée ou portée à sa connaissance, et entreprend toute action appropriée. (a) to investigate complaints of violations of fundamental rights and freedoms, injustice, corruption, abuse of power and unfair treatment of any person by a public officer in the exercise of his official duties;
(b) to investigate complaints concerning the functioning of the Public Services Commission, the administrative organs of the State, the Armed Forces, the Police Service and the Prisons Service in so far as complaints relate to the failure to achieve a balanced structuring of those services or equal access by all to the recruitment of those services or fair administration in relation to those services;
(c) to investigate complaints concerning practices and actions by persons, private enterprises and other institutions where those complaints allege violations of fundamental rights and freedoms under this Constitution;
(d) to take appropriate action to call for the remedying, correction and reversal of instances specified in paragraphs (a), (b) and (c) of this clause through such means as are fair, proper and effective,

- English(1) The Zimbabwe Human Rights Commission has the following functions—
(a) to promote awareness of and respect for human rights and freedoms at all levels of society;
(b) to promote the protection, development and attainment of human rights and freedoms;
(c) to monitor, assess and ensure observance of human rights and freedoms;
(d) to receive and consider complaints from the public and to take such action in regard to the complaints as it considers appropriate;
(e) to protect the public against abuse of power and maladministration by State and public institutions and by officers of those institutions;
(f) to investigate the conduct of any authority or person, where it is alleged that any of the human rights and freedoms set out in the Declaration of Rights has been violated by that authority or person;
(g) to secure appropriate redress, including recommending the prosecution of offenders, where human rights or freedoms have been violated;
(h) to direct the Commissioner-General of Police to investigate cases of suspected criminal violations of human rights or freedoms and to report to the Commission on the results of any such investigation;
(i) to recommend to Parliament effective measures to promote human rights and freedoms;
(j) to conduct research into issues relating to human rights and freedoms and social justice; and
(k) to visit and inspect—
(i) prisons, places of detention, refugee camps and related facilities; and
(ii) places where mentally disordered or intellectually handicapped persons are detained;
in order to ascertain the conditions under which persons are kept there, and to make recommendations regarding those conditions to the Minister responsible for administering the law relating to those places.
(2) The Commissioner-General of Police must comply with any directive given to him or her by the Zimbabwe Human Rights Commission under subsection (1)(h). (Sec. 243)
