In the event of any doubt, it is the most favorable interpretation of the full and effective force of rights and that best respects the will of the constituent, in accordance with the general principles of constitutional interpretation that shall prevail. - EnglishI. The supreme objective of the State shall be to ensure human rights and civil liberties and an adequate standard of living for the citizens of Azerbaijan.
II. The human rights and civil liberties enumerated in this Constitution shall be implemented in accordance with the international agreements to which the Republic of Azerbaijan is a party.
