Limitations and/or Derogations
- English1. Subject to subarticle (2) regulations made by the Council of Ministers in accordance with Article 694 shall have effect notwithstanding the provisions of Chapter 2, Part I5 except that no regulation shall –
a. derogate from the right to life and the freedom from inhuman treatment and forced labour; and
b. make provision for the detention of a person without trial for more than 1 month unless such person is an enemy alien.
2. Regulations made by the Council of Ministers in accordance with Article 69 shall be such as are reasonably necessary in the circumstances of the emergency to which they relate and as are justifiable in a democratic society. - EnglishI. Neither the Pluri-National Legislative Assembly, nor any other body or institution, nor association or popular group of any kind, shall grant to a body or person any extraordinary authorities different than those established in this Constitution.
II. Public Power may not be accumulated, nor may any body or person be granted supremacy over the rights and guarantees recognized in this Constitution.
III. The reform of the Constitution may not be initiated while there is a state of emergency in force. (Art. 140) - SpanishI. 1. During the state of war or state of emergency the rights and freedoms provided for in Articles: 15; 18; 19; 20; 21; 24; 25; 29; 30; 31; 32; 34; 39, paragraph 1; 41, paragraphs 1, 2, 3, and 5; 42; 43; 48; 54; 55 may not be limited.
2. During the state of natural disaster the rights and freedoms provided for in Articles: 37; 38; 41, paragraph 4; 49; 51 may be limited.
3. The acts for declaring the state of war, state of emergency or state of natural disaster shall specify the rights and freedoms which are limited in accordance with paragraphs 1 and 2 of this Article. (Art. 175) - Albanian

- EnglishWhen events different from those provided for in Articles 212 and 213 occur that disrupt or threaten to disrupt in serious or imminent manner the economic, social, or ecological order of the country or which constitute a grave public calamity, the President, with the signature of all the Ministers, can declare a State of Emergency for periods up to thirty days in each case which, added up, must not exceed ninety days in a calendar year.
By means of such a declaration, which must be substantiated, the President can, with the signature of all the Ministers, issue decrees with the force of law, intended exclusively to ward off the crisis and impede the extension of its effects.
