It is the duty of the family, society, and the State to ensure children, adolescents, and young people, with absolute priority, the right to life, health, nourishment, education, leisure, professional training, culture, dignity, respect, freedom, and family and community life, as well as to guard them from all forms of negligence, discrimination, exploitation, violence, cruelty, and oppression.
Paragraph 1. The State shall promote full health assistance programmes for children, adolescents, and young people, the participation of non-governmental entities being allowed, by means of specific policies and with due regard to the following precepts:

The property which a person possesses at the time of marriage or which may afterwards be acquired as a result of one’s own labors shall not be held for or otherwise applied to the liquidation of the debts or other obligations of the spouse, whether contracted before or after marriage; nor shall the property which by law is to be secured to a man or a woman be alienated or be controlled by that person’s spouse save by free and voluntary consent.
