- EnglishThe administrative function is at the service of the general interests and is developed on the foundation of the principles of equality, morality, efficiency, economy, swiftness, impartiality, and publicity through the decentralization, the delegation, and the deconcentration of functions.
The administrative authorities must coordinate their actions for the appropriate fulfillment of the objectives of the State. The public administration, in all its orders, shall have an internal control that shall be exercised within the terms that the law specifies. - English(1) The State must take reasonable measures within its available resources to achieve the progressive realisation of the right of every person to social security schemes, whether private or public, for their support in times of need, including the right to such support from public resources if they are unable to support themselves and their dependents.
