- EnglishI. The supreme objective of the State shall be to ensure human rights and civil liberties and an adequate standard of living for the citizens of Azerbaijan.
II. The human rights and civil liberties enumerated in this Constitution shall be implemented in accordance with the international agreements to which the Republic of Azerbaijan is a party. - English(1) Any law, or any custom or usage having the force of law, in so far as it is inconsistent with the rights conferred by this Chapter,3shall, to the extent of such inconsistency, be void.
(2) The State4 shall not make any law which takes away or abridges the rights so conferred and any law made in contravention of this clause shall, to the extent of such contravention, be void.

- EnglishThe fundamental aims and duties of the State are to safeguard the independence and integrity of the Turkish Nation, the indivisibility of the country, the Republic and democracy, to ensure the welfare, peace, and happiness of the individual and society; to strive for the removal of political, economic, and social obstacles which restrict the fundamental rights and freedoms of the individual in a manner incompatible with the principles of justice and of the social state governed by rule of law; and to provide the conditions required for the development of the individual’s material and spiritual existence.
