(a) by the legislative, executive, or judicial branches of the Government of New Zealand; or
(b) by any person or body in the performance of any public function, power, or duty conferred or imposed on that person or body by or pursuant to law. (Bill of Rights Act 1990, Sec. 3)

The State commits to respecting the Constitution, the Rights of Man and the public freedoms. It sees to making them known and diffuses them among the population.
The State takes the necessary measures to integrate the Constitution, the Rights of Man and the public freedoms in the school and university programs of teaching as well as in the training of the forces of defense and of security, and of the agents of the Administration. (Art. 28) - French
L’Etat s’engage à respecter la Constitution, les droits de l’homme et les libertés publiques. Il veille à les faire connaître et à les diffuser au sein de la population.
L’Etat prend les mesures nécessaires pour intégrer la Constitution, les droits de l’homme et les libertés publiques dans les programmes d’enseignement scolaires et universitaires ainsi que dans la formation des forces de défense et de sécurité, et des agents de l’Administration. (Art. 28)

- EnglishThe object of this Constitution is to facilitate the building of the United Republic as a nation of equal and free individuals enjoying freedom, justice, fraternity and concord, through the pursuit of the policy of Socialism and Self Reliance which emphasizes the application of socialist principles while taking into account the conditions prevailing in the United Republic. Therefore, the state authority and all its agencies are obliged to direct their policies and programmes towards ensuring -
(a) that human dignity and other human rights are respected and cherished;
