The external financing of the political parties is prohibited, save for exceptional derogation established by the law.
All financing of a nature that infringes the national independence and sovereignty is prohibited.
The law determines and organizes the sources of financing of the political parties. (Art. 83)

• the regime of the political parties, of the non-governmental associations and organizations;

No association, by whatever name called, shall function as a political party, nor shall any citizen be an independent candidate for election to public office, unless:
a. the association or independent candidate and his organization meet the minimum registration requirements laid down by the Elections Commission and are registered with it. …
b. the membership of the association or the independent candidate’s organization is open to every citizen of Liberia, irrespective of sex, religion or ethnic background, except as otherwise provided in this Constitution.

d. the name, objective, emblem or motto of the association or of the independent candidate and his organization is free from any religious connotations or divisive ethnic implications and that the activities of the association or independent candidate are not limited to a special group or, in the case of an association, limited to a particular geographic area of Liberia;
e. the constitution and rules of the political party shall conform to the provisions of this Constitution, provide for the democratic elections of officers and/or governing body at least once every six years, and ensure the election of officers from as many of the regions and ethnic groupings in the country as possible. All amendments to the Constitution or rules of a political party shall be registered with the Elections Commission no later than ten days from the effective dates of such amendments. (Art. 79)

The National Assembly may by law provide –
(a) guidelines and rules to ensure internal democracy within political parties, including making laws for the conduct of party primaries, party congresses and party conventions; and
(b) the conferment on the Independent National Electoral Commission of powers as may appear to the National Assembly to be necessary or desirable for the purpose of enabling the Commission more effectively to ensure that political parties observe the practices of internal democracy, including the fair and transparent conduct of party primaries, party congresses and party conventions;
(c) for an annual grant to the Independent National Electoral Commission for disbursement to political parties on a fair and equitable basis to assist them in the discharge of their functions;

(1) For the purposes of the election of women Members of Parliament mentioned in Article 66(1) (b), political parties which took part in the general election in accordance with the procedure laid down and obtained at least five percentum of the total valid voters for Parliamentary election, shall propose to the Electoral Commission the names of women on the basis of the proportion of votes obtained by each party in the Parliamentary election.
(2) Notwithstanding the provisions of subarticle (1), the following votes shall be counted as valid votes for the unopposed Member of Parliament in the constituent –
(a) where a political party has nominated a Presidential candidate, presidential votes cast in the constituency for a Presidential candidate from that political party; or
(b) where a political party has not nominated a presidential candidate, fifty one percentum of the votes of the total voters registered in the respective constituency.
(3) The names of the persons proposed to the Electoral Commission in accordance with subarticle (1) shall be declared to be the results of the election after the Commission is satisfied that the relevant provisions of the Constitution and of other legislation have been complied with.
(4) The list of names for women candidates submitted to the Electoral Commission by each political party for general election shall be the list to be applied by the Electoral Commission after consultation of the party concerned, for purpose of filling any vacancy of Members of Parliament of this category whenever the vacancy occurs during the life of Parliament. (Art. 78)

The political parties or groups concur in the expression of suffrage, [and] to the animation of the political, economic and social life.
They freely form and exercise their activities. They are required to promote and to respect the principles of democracy, of unity and of national sovereignty, of the Rights of Man, of the secularity and the republican form of the State, in accordance with the laws and regulations in force.
It is prohibited to them to identify themselves with a race, an ethnicity, a gender, a religion, a sect, a language, a region or an armed group.
The political parties must respect the principles of representation of gender and of regions specified by the law.
A law determines the conditions of their formation, of their functioning, of their funding [financement] of their control and of their dissolution. (Art. 31)

All citizens shall have the right to form political parties by notification as regulated by Law. No political activity may be practiced and no political parties may be formed on the basis of religion or discrimination based on sex, or origin, or on sectarian basis or geographic location. No activity that is hostile to democratic principles, secretive, or of military or quasi-military nature may be practiced.
Political parties may not be dissolved except by virtue of a court judgment. (Art. 74)

The political parties and groups concur in [concourent] the formation and to the expression of the political will. They are formed and they exercise their activities freely under the condition of respecting the democratic principles and of not infringing, by their object or by their action[,] the national sovereignty, the territorial integrity, and the unity of the Nation and of the Republic.
The law establishes the conditions of creation, of functioning, and of dissolution of the political parties. (Art. 11)

The political parties and coalitions of political parties participate [concourrent] in the expression of suffrage within the conditions established by the Constitution and by the law. They work for the forming [formation] of the citizens, for the promotion of their participation in national life and the management of public affairs.

The political parties and coalitions of political parties, likewise the independent candidates, are held to respect the Constitution as well as the principles of national sovereignty and of democracy. They are forbidden to identify themselves to one race, to one ethnicity, to one sex, to one religion, to one sect, to one language or to one part of the territory.
The political parties are equally held to strictly respect the rules of good associative governance under penalty of sanctions susceptible to lead to suspension and to dissolution.
The Constitution guarantees equal rights to the political parties including those that oppose the policy of the Government in place.
The rules of constitution, of suspension and of dissolution of the political parties, the conditions under which these exercise their activities and benefit from public financing are determined by the law. (Art. 4)

The freedom to constitute political parties, trade unions [syndicats] and associations is guaranteed.
The political parties, the trade unions and the associations commit in their statutes and their activities to respect the provisions of the Constitution and of the law, as well as the financial transparency and the rejection of violence. (Art. 40)
