The political parties and coalitions of political parties participate [concourrent] in the expression of suffrage within the conditions established by the Constitution and by the law. They work for the forming [formation] of the citizens, for the promotion of their participation in national life and the management of public affairs.

The political parties and coalitions of political parties, likewise the independent candidates, are held to respect the Constitution as well as the principles of national sovereignty and of democracy. They are forbidden to identify themselves to one race, to one ethnicity, to one sex, to one religion, to one sect, to one language or to one part of the territory.
The political parties are equally held to strictly respect the rules of good associative governance under penalty of sanctions susceptible to lead to suspension and to dissolution.
The Constitution guarantees equal rights to the political parties including those that oppose the policy of the Government in place.
The rules of constitution, of suspension and of dissolution of the political parties, the conditions under which these exercise their activities and benefit from public financing are determined by the law. (Art. 4) - French

Les partis politiques et coalitions de partis politiques, de même que les candidats indépendants, sont tenus de respecter la Constitution ainsi que les principes de la souveraineté nationale et de la démocratie. - English1. Political diversity and multi-party system shall be recognized in the Kyrgyz Republic.
2. The citizens shall be entitled to create political parties, professional unions as well as other public associations on the basis of free will and unity of interests for implementation and protection of their rights and freedoms, as well as satisfying political, economic, social, labor, cultural and other interests.
3. Political parties shall assist to the expression of political will of citizens, as well as shall participate in the elections of the deputies of the Jogorku Kenesh, the President as well as local self-governance bodies.
4. The following shall be prohibited in the Kyrgyz Republic:
1. merger of state, municipal and party institutions; establishment and activity of party organizations in state and municipal institutions and organizations; carrying out party activity by civil and municipal servants except for the cases when such activity is implemented outside their official duties;
2. membership of those serving in the army, law-enforcement agencies as well as judges in political parties as well as their statements in support of any political party;
3. creation of political parties on religious or ethnic basis as well as pursuit of political goals by religious associations;
4. creation of militant formations by associations of citizens;
5. activity of political parties, public and religious organizations, their representations and branches in the event that such structures pursue political goals aimed at forced change of the constitutional setup, undermining national security, incitement of social, racial, inter-national, inter-ethnic and religious hatred. 2. Политические партии, профессиональные союзы и другие общественные объединения могут создаваться гражданами на основе свободного волеизъявления и общности интересов для реализации и защиты своих прав и свобод, удовлетворения политических, экономических, социальных, трудовых, культурных и иных интересов.
3. Политические партии содействуют выражению политического волеизъявления граждан, принимают участие в выборах депутатов Жогорку Кенеша, Президента и органов местного самоуправления.

1) слияние государственных, муниципальных и партийных институтов; образование и деятельность партийных организаций в государственных и муниципальных учреждениях и организациях; осуществление государственными и муниципальными служащими партийной работы, за исключением случаев, когда такая работа осуществляется вне служебной деятельности;
2) членство военнослужащих, сотрудников правоохранительных органов и судей в политических партиях, их выступления в поддержку какой-либо политической партии;
3) создание политических партий на религиозной, этнической основе, преследование религиозными объединениями политических целей;
4) создание объединениями граждан военизированных формирований;
5) деятельность политических партий, общественных и религиозных объединений, их представительств и филиалов, преследующих политические цели, действия которых направлены на насильственное изменение конституционного строя, подрыв национальной безопасности, разжигание социальной, расовой, межнациональной, межэтнической и религиозной вражды. - EnglishIn these elections, political organizations and alliances participating in the election of Assembly persons shall be entitled to submit candidacies.
Other political organizations are also entitled to submit candidacies, for which purpose they must show support based on a list of signatures accounting for one percent (1%) of the citizens on the corresponding voter registration list. To this end, the National Electoral Council shall provide the necessary forms.
The mum-persons candidacies shall be submitted in complete slates with principal candidates and their respective alternates. The slates shall be established in an egalitarian fashion with a sequence of woman, man or man, woman until the total number of candidates has been completed. The internal structure of political parties shall comply with fundamental constitutional democratic principles.
Political parties shall publicly disclose the sources of their finances and assets.
Political parties which, in their platforms or by violent action, intend to undermine the free democratic order or threaten the existence of the Republic of Croatia shall be deemed unconstitutional. The Constitutional Court of the Republic of Croatia shall decide on such unconstitutionality.

1. Parliament shall, by law, establish a Public Election Fund into which shall be paid every year such amounts as the Election Commission may consider appropriate to fund registered political parties and their candidates during elections to the National Assembly and candidates to the National Council.
2. The payment out of the Public Election Fund shall be made by the Election Commission in a non-discriminatory manner to registered political parties and candidates in accordance with laws made by Parliament.
3. The Election Commission shall fix a ceiling for the total expenditure that may be incurred by political parties and their candidates taking part in elections to the National Assembly.
4. The Election Commission shall fix a ceiling for contribution offered voluntarily by any of its registered members to a political party subject to the provisions of the Election Fund Act.
5. The funding received by political parties and their candidates shall be subjected to scrutiny and auditing as called for by the Election Commission in accordance with laws made by Parliament or law in force. (Art. 16) - Dzongkha

The political parties participate [concourent] in the exercise of suffrage. They are formed and exercise their activities freely within the conditions determined by the Charter of Political Parties [Charte des Partis politiques]. They must respect the principles of national sovereignty, of democracy, of the territorial integrity and of the secularity of the State.
The State participates in the financing of the political parties within the conditions established by the law. The amount allocated for this purpose may not decrease from one budgetary fiscal year to another. However, in the case of a decrease of the proprietary resources of the general budget of the State, the allocation may be reduced in the same proportions. (Art. 5) - French
Les Partis politiques concourent à l'expression du suffrage. Ils se forment et exercent librement leurs activités dans les conditions déterminées par la Charte des partis politiques. Ils doivent respecter les principes de la souveraineté nationale, de la démocratie, de l'intégrité territoriale et la laïcité de l'Etat.
L’Etat concourt au financement des partis politiques aux conditions fixées par la loi. Le montant alloué à cette fin ne peut diminuer d'un exercice budgétaire à un autre. Toutefois, en cas de diminution des ressources propres du budget général de l'Etat, l’allocation pourra être réduite dans les mêmes proportions. (Art. 5)
