Obligations of the State
- EnglishHuman and citizens’ rights and freedoms affirmed by this Constitution are not exhaustive.
Constitutional rights and freedoms are guaranteed and shall not be abolished.

The independence of the state and the integrity of its territory, dignity of the individual, human rights and freedoms, social justice, constitutional order, pluralism, national identity and national heritage, religious coexistence, as well as the coexistence and understanding of Albanians with minorities are the basis of this state, which has the duty of respecting and protecting them. The absence of a law regulating these rights shall not adversely affect the exercise thereof. (Art. 22)
