2. Subject to sections 18 and 49, and to subsections (9) and (12) of this section, and save only as may be demonstrably justified in a free and democratic society-
a. this Chapter10 guarantees the rights and freedoms set out in subsections (3) and (6) of this section and in sections 14, 15, 16 and 17; and
b. Parliament shall pass no law and no organ of the State shall take any action which abrogates, abridges or infringes those rights.

Subject to paragraph 2 of this Article every citizen of the Republic who has attained the age of twenty-one years and has such residential qualifications as may be prescribed by the respective communal electoral law shall have the right to be registered as an elector in the respective communal electoral list:
Provided that the members of the Greek Community shall only be registered in the Greek communal electoral list and the members of the Turkish Community shall only-be registered in the Turkish communal electoral list.
2. No person shall be qualified to be registered as an elector who is disqualified for such registration by virtue of the respective communal electoral law. - EnglishIn as much as it is not contrary to the Constitution, the citizens may organize themselves along political, professional and union lines. They have the right to form associations in scientific, cultural, social and national unions in a way that serves the goals of the Constitution. The state shall guarantee these rights, and shall take the necessary measures to enable citizens to exercise them.
