- English(1) For the purposes of the election of women Members of Parliament mentioned in Article 66(1) (b), political parties which took part in the general election in accordance with the procedure laid down and obtained at least five percentum of the total valid voters for Parliamentary election, shall propose to the Electoral Commission the names of women on the basis of the proportion of votes obtained by each party in the Parliamentary election.
(2) Notwithstanding the provisions of subarticle (1), the following votes shall be counted as valid votes for the unopposed Member of Parliament in the constituent –
(a) where a political party has nominated a Presidential candidate, presidential votes cast in the constituency for a Presidential candidate from that political party; or
(b) where a political party has not nominated a presidential candidate, fifty one percentum of the votes of the total voters registered in the respective constituency.
(3) The names of the persons proposed to the Electoral Commission in accordance with subarticle (1) shall be declared to be the results of the election after the Commission is satisfied that the relevant provisions of the Constitution and of other legislation have been complied with.
(4) The list of names for women candidates submitted to the Electoral Commission by each political party for general election shall be the list to be applied by the Electoral Commission after consultation of the party concerned, for purpose of filling any vacancy of Members of Parliament of this category whenever the vacancy occurs during the life of Parliament. (٢) ہر شہری کو، جو ملازمتِ پاکستان میں نہ ہو، پاکستان کی حاکمیت اعلی یا سالمیت کے مفاد میں قانون کے ذریعے عائد کردہ معقول پابندیوں کے تابع کوئی سیاسی جماعت بنانے یا اس کا رکن بننے کا حق ہوگا اور مذکورہ قانون میں قرار دیا جائے گا کہ جبکہ وفاقی حکومت یہ اعلان کر دے کہ کوئی سیاسی جماعت ایسے طریقے پر بنائی گئی ہے یا عمل کر رہی ہے جو پاکستان کی حاکمیتِ اعلی یا سالمیت کے لیے مضر ہے تو وفاقی حکومت مذکورہ اعلان سے پندرہ دن کے اندر معاملہ عدالتِ عظمٰی کے حوالے کر دے گی جس کا مذکورہ حوالے پر فیصلہ قطعی ہو گا۔

Political parties cannot participate [intervenir] in other than their own activities or have any privilege or monopoly on civic participation; their records and accounts must be public; their sources of finance cannot come from monies, assets, donations, contributions or credits of foreign origin; their statutes must contemplate the norms assuring an effective internal democracy. A constitutional organic law will establish a system of primary elections that may be used by those parties for the nomination of candidates to offices of popular election, whose results will be binding on such collectivities, save the exceptions that this law establishes. Those that are not elected in the primary elections may not be candidates, in that election, to the respective office. A constitutional organic law will regulate the other matters that concern them and the sanctions that are applicable for the infringement of its provisions, among which their dissolution may be considered. The associations, movements, organizations or groups of persons engaged in or performing [realizar] activities pertaining to political parties without conforming to the aforementioned norms are unlawful and will be penalized in accordance with this constitutional organic law;
The Political Constitution guarantees political pluralism. The parties, movements or other forms of organization of which the objectives, acts or conduct do not respect the basic principles of the democratic and constitutional regime, advocate the establishment of a totalitarian system, as well as those which use violence, or advocate or incite it as a method of political action, are unconstitutional. Los partidos políticos no podrán intervenir en actividades ajenas a las que les son propias ni tener privilegio alguno o monopolio de la participación ciudadana; la nómina de sus militantes se registrará en el servicio electoral del Estado, el que guardará reserva de la misma, la cual será accesible a los militantes del respectivo partido; su contabilidad deberá ser pública; las fuentes de su financiamiento no podrán provenir de dineros, bienes, donaciones, aportes ni créditos de origen extranjero; sus estatutos deberán contemplar las normas que aseguren una efectiva democracia interna. Una ley orgánica constitucional establecerá un sistema de elecciones primarias que podrá ser utilizado por dichos partidos para la nominación de candidatos a cargos de elección popular, cuyos resultados serán vinculantes para estas colectividades, salvo las excepciones que establezca dicha ley. Las asociaciones, movimientos, organizaciones o grupos de personas que persigan o realicen actividades propias de los partidos políticos sin ajustarse a las normas anteriores son ilícitos y serán sancionados de acuerdo a la referida ley orgánica constitucional.
La Constitución Política garantiza el pluralismo político. Son inconstitucionales los partidos, movimientos u otras formas de organización cuyos objetivos, actos o conductas no respeten los principios básicos del régimen democrático y constitucional, procuren el establecimiento de un sistema totalitario, como asimismo aquellos que hagan uso de la violencia, la propugnen o inciten a ella como método de acción política. - English(1) All persons, institutions and political parties are prohibited from taking any action or advancing, disseminating or communicating any idea which may result in racial or ethnic division among the people.
(2) For the purposes of paragraph (1), Parliament shall by law make provision for offences and penalties, including penalties preventing or disbarring any person or political party from contesting any election for membership or being a member, as the case may be, of the local democratic organs or of the National Assembly. - English(1) Political parties shall participate in the formation of the political will of the people. They may be freely established. Their internal organisation must conform to democratic principles. They must publicly account for their assets and for the sources and use of their funds.
(2) Parties that, by reason of their aims or the behaviour of their adherents, seek to undermine or abolish the free democratic basic order or to endanger the existence of the Federal Republic of Germany shall be unconstitutional. The Federal Constitutional Court shall rule on the question of unconstitutionality.
(3) Parties that, by reason of their aims or the behaviour of their adherents, seek to undermine or abolish the free democratic basic order or to endanger the existence of the Federal Republic of Germany shall be excluded from state financing. If such exclusion is determined, any favourable fiscal treatment of these parties and of payments made to those parties shall cease.
(4) The Federal Constitutional Court shall rule on the question of unconstitutionality within the meaning of paragraph (2) of this Article and on exclusion from state financing within the meaning of paragraph (3).
(5) Details shall be regulated by federal laws. (Art. 21) - German(1) Die Parteien wirken bei der politischen Willensbildung des Volkes mit. Ihre Gründung ist frei. (3) Parteien, die nach ihren Zielen oder dem Verhalten ihrer Anhänger darauf ausgerichtet sind, die freiheitliche demokratische Grundordnung zu beeinträchtigen oder zu beseitigen oder den Bestand der Bundesrepublik Deutschland zu gefährden, sind von staatlicher Finanzierung ausgeschlossen. Wird der Ausschluss festgestellt, so entfällt auch eine steuerliche Begünstigung dieser Parteien und von Zuwendungen an diese Parteien.
(4) Über die Frage der Verfassungswidrigkeit nach Absatz 2 sowie über den Ausschluss von staatlicher Finanzierung nach Absatz 3 entscheidet das Bundesverfassungsgericht.(5) Das Nähere regeln Bundesgesetze. (Art. 21)

(a) requiring any political party or organization having political aims and desiring to nominate a candidate for election to the Parliament, or to publicly support such a candidate as representing its views, to register with an appropriate body established by an Organic Law such reasonable particulars as are prescribed by Organic Law; and
(b) requiring any such party or organization to disclose to the Ombudsman Commission or some other authority prescribed by the law in such manner, at such times and with such details as are prescribed in or under the law-
i. its assets and income, and their sources; and
ii. its expenditure on or connected with an election or the support of a candidate; and
(c) prohibiting non-citizens from membership of, and from contributing to the funds of, any such party or organization; and
(d) defining the corporations and organizations that are to be regarded as non-citizens for the purposes of a provision made for the purposes of paragraph (c); and
(e) limiting the amount of contributions that such a party or organization may receive from any source or sources; and
(f) requiring persons who have made, or may have made, contributions to any such party or organization to give to the Ombudsman Commission, or some other authority, details of any such contribution.
(g) authorizing the funding of registered political parties from the National Budget and establishing a body to manage and distribute the funds in accordance with established procedures; and
(h) authorizing the payment in certain circumstances of a percentage of electoral expenses incurred by a female candidate in an election.

They freely form and exercise their activities. They are required to promote and to respect the principles of democracy, of unity and of national sovereignty, of the Rights of Man, of the secularity and the republican form of the State, in accordance with the laws and regulations in force.
It is prohibited to them to identify themselves with a race, an ethnicity, a gender, a religion, a sect, a language, a region or an armed group.
The political parties must respect the principles of representation of gender and of regions specified by the law.
