- EnglishLesotho shall endeavour to make education available to all and shall adopt policies aimed at securing that—
a. education is directed to the full development of the human personality and sense of dignity and strengthening the respect for human rights and fundamental freedoms;
b. primary education is compulsory and available to all;
c. secondary education, including technical and vocational education, is made generally available and accessible to all by every appropriate means, and in particular, by the progressive introduction of free education;
d. higher education is made equally accessible to all, on the basis of capacity, by every appropriate means, and in particular, by the progressive introduction of free education; and
e. fundamental education is encouraged or intensified as far as possible for those persons who have not received or completed their primary education. (Sec. 28)

Both the educational system and regime are decentralized.
The State coordinates the education policy. It formulates the general guidelines of the plans of study as well as the minimum requirements of the organization of the education centers. It oversees their compliance and the quality of the education.
It is the duty of the State to assure that no one is prevented from receiving adequate education by virtue of their economic situation or of mental or physical limitations.
Education is a fundamental human right which guarantees the development of the person and the society, for which the State annually invests no less than 6% of GDP [PIB: Product Bruto Interno]. (Art. 16) - Spanish
