- EnglishProposals for a referendum cannot be introduced concerning Articles 1, 2, 6, 7, 8 and 21, regarding restrictions or the abolition of the rights and freedoms of man and citizens, provided for in Chapter III of the present Constitution, to a higher degree than is provided for by international agreements to which the Republic of Azerbaijan is a party.
