Status of the Constitution
- English1. Sovereignty shall rest with the people who shall exercise it in accordance with the forms and under the terms foreseen in the Constitution.
2. The State shall be subordinate to the Constitution, shall be based on the democratic legality, and shall respect as well as enforce the laws.
