The authorities of the Rural and Native Communities, with the support of the Rural Patrols, may exercise jurisdictional functions within their domain [ámbito] in accordance with customary law, provided they do not violate the fundamental rights of the person. The law establishes the forms of coordination of said special jurisdiction with Justices of the Peace and with other instances of the Judicial Power. (Art. 149)

- English1. There is established a House of Chiefs.
2. The House of Chiefs shall consist of five chiefs from each province, elected by the chiefs in a Province, as prescribed.
3. The members of the House of Chiefs shall annually elect a Chairperson and Vice-Chairperson of the House of Chiefs, from amongst themselves.
4. Notwithstanding clause (3), the assumption of office as Chairperson and Vice-Chairperson of the House of Chiefs shall rotate annually amongst the chiefs from each province.
5. The functions of the House of Chiefs are to —
a. consider and discuss a Bill relating to custom or tradition referred to it by the President, before the Bill is introduced into the National Assembly;
b. initiate, discuss and make recommendations to the National Assembly regarding socio-economic development in the Province;
c. initiate, discuss and decide on matters relating to customary law and practice;
d. initiate, discuss and make recommendations to a local authority regarding the welfare of communities in a local authority;
e. make proposals on areas in customary law that require codification;
f. advise the Government on traditional and customary matters; and
g. perform other functions as prescribed. (Art. 169)

(2) The Ndlovukazi is selected and appointed in accordance with Swazi law and custom.
(3) The official residence of the Ndlovukazi is the legislative and ceremonial capital of the nation and the arena of the Incwala and Umhlanga.
(4) The Ndlovukazi has such powers and performs such functions as Swazi law and custom assigns to her.
(5) Without derogating from the generality of subsection (4) the Ndlovukazi exercises a moderating advisory role on iNgwenyama.

- English(1) Parliament may make laws with respect to any matter enumerated in the State List, but only as follows, that is to say:
(a) for the purpose of implementing any treaty, agreement or convention between the Federation and any other country, or any decision of an international organization of which the Federation is a member;
(b) for the purpose of promoting uniformity of the laws of two or more States; or
(c) if so requested by the Legislative Assembly of any State.
(2) No law shall be made in pursuance of paragraph (a) of Clause (1) with respect to any matters of Islamic law or the custom of the Malays or to any matters of native law or custom in the States of Sabah and Sarawak and no Bill for a law under that paragraph shall be introduced into either House of Parliament until the Government of any State concerned has been consulted.

(c) jika diminta sedemikian oleh Dewan Undangan mana-mana Negeri.
(2) Tiada undang-undang boleh dibuat menurut perenggan (a) Fasal (1) mengenai apa-apa perkara mengenai hukum Syarak atau adat orang Melayu atau mengenai apa-apa perkara tentang undang-undang atau adat anak negeri di Negeri Sabah dan Sarawak dan tiada Rang Undang-Undang bagi suatu undang-undang di bawah perenggan itu boleh dibawa di dalam mana-mana satu Majlis Parlimen sehingga Kerajaan mana-mana Negeri yang berkenaan telah dirundingi.
