- EnglishAll civil, penal, financial, economic, administrative, cultural, military, political, and other laws and regulations must be based on Islamic criteria. This principle applies absolutely and generally to all articles of the Constitution as well as to all other laws and regulations, and the fuqaha' of the Guardian Council shall determine this matter. - English(1) This Constitution and the Organic Laws are the Supreme Law of Papua New Guinea, and, subject to Section 10 (construction of written laws) all acts (whether legislative, executive or judicial) that are inconsistent with them are, to the extent of the inconsistency, invalid and ineffective.
(2) The provisions of this Constitution and of the Organic Laws are self-executing to the fullest extent that their respective natures and subject-matters permit. (Sec. 11)

When the Constitutional Court judges that a treaty, accord or convention is unconstitutional, its ratification may not take place.
When the Constitutional Court judges that a law is unconstitutional, this may not be promulgated.
When a provision of an ordinance or of a regulation is judged unconstitutional, this loses all effect, counting from the day of the decision of the Court.
When the Constitutional Court judges that a legislative or regulatory provision is unconstitutional on the basis of Article 195 above, it loses all effect, counting from the day established by the decision of the Court.
