- English(1) This Constitution and the Organic Laws are the Supreme Law of Papua New Guinea, and, subject to Section 10 (construction of written laws) all acts (whether legislative, executive or judicial) that are inconsistent with them are, to the extent of the inconsistency, invalid and ineffective.

- EnglishThe Constitution will not lose its force and effect, even when its observance is interrupted by any rebellion. In case that by any public disorder [tastorno], a government contrary to the principles that it sanctions is established, as soon as the people recover their liberty, its observance will be reestablished, and in accordance with it and the laws that have been adopted [expedido] by virtue of it, those who have figured in the government emanating from the rebellion, as well as those who have cooperated with it, will be tried [juzgados].
