They have the right to form associations in scientific, cultural, social and national unions in a way that serves the goals of the Constitution. The State is founded on the principles of democratic representation, of separation of the powers, of the guarantee of the rights and freedoms and of social justice.
The elected assembly constitutes the framework by which the will of the people is expressed and the control of the action of the public powers is exercised.
