(1) The President of the Republic of Moldova designates a candidate for the office of Prime-Minister following consultations with parliamentary fractions.
(2) The candidate for the office of Prime-Minister shall request, within 15 days following the designation, the vote of confidence of the Parliament over the programme of activity and the entire list of the members of the Government.
(3) The programme of activity and the list of the members of Government are subject to parliamentary debates in session. It shall grant confidence to the Government with the vote of majority of the elected members of Parliament.
(4) On the basis of the vote of confidence granted by the Parliament, the President of the Republic of Moldova shall appoint the Government.

(1) După consultarea fracţiunilor parlamentare, Preşedintele Republicii Moldova desemnează un candidat pentru funcţia de Prim-ministru.
(2) Candidatul pentru funcţia de Prim-ministru va cere, în termen de 15 zile de la desemnare, votul de încredere al Parlamentului asupra programului de activitate şi a întregii liste a Guvernului.

- EnglishThe Ministers of State shall be appointed and recalled at the discretion of the President of the Republic and shall represent him/her in matters inherent to the respective ministries for which they are responsible. They shall be held liable politically, civilly and criminally for the actions and contracts they enter into during the performance of their duties, regardless of the State's subsidiary civil responsibility.
To be a standing Minister of State, one is required to be an Ecuadorian national, to be in possession of political rights and to not have incurred any disqualification or incompatibility, as provided for by the Constitution. The number of Ministers of State, their name and the competencies assigned to them shall be established by means of a decree issued by the Office of the President of the Republic. (Art. 151) - SpanishLas ministras y los ministros de Estado serán de libre nombramiento y remoción por la Presidenta o Presidente de la República, y lo representarán en los asuntos propios del ministerio a su cargo. Para ser titular de un ministerio de Estado se requerirá tener la nacionalidad ecuatoriana, estar en goce de los derechos políticos y no encontrarse en ninguno de los casos de inhabilidad o incompatibilidad previstos en la Constitución. El número de ministras o ministros de Estado, su denominación y las competencias que se les asigne serán establecidos mediante decreto expedido por la Presidencia de la República. (Art. 151)

a. is a citizen of the Republic;
b. has attained the age of twenty-five years;
c. has not been, on or after the date of the coming into operation of this Constitution, convicted of an offence involving dishonesty or moral turpitude or is not under any disqualification imposed by a competent court for any electoral offence;
