Both the educational system and regime are decentralized.
The State coordinates the education policy. It formulates the general guidelines of the plans of study as well as the minimum requirements of the organization of the education centers. It oversees their compliance and the quality of the education.
It is the duty of the State to assure that no one is prevented from receiving adequate education by virtue of their economic situation or of mental or physical limitations.
Education is a fundamental human right which guarantees the development of the person and the society, for which the State annually invests no less than 6% of GDP [PIB: Product Bruto Interno]. (Art. 16) - Spanish

(1) Every citizen has the right to receive education.
(2) Every citizen has the obligation to undertake basic education, and the government has the obligation to fund this.
(3) The government shall manage and organise one system of national education, which shall increase the level of spiritual belief, devoutness and moral character in the context of developing the life of the nation and shall be regulated by law.
